It was a cross translation As there are not enough people in Russian-Turkish pair, all questions that asked by me in the pair Russian-English are for the purpose of getting idea in my native (Turkish) language.
So with your helps I have got an idea which can be translated into English as:
Crisis in Turkey: Decrease in Lovers
Was I wrong?
Alexandra Taggart Jul 6, 2009:
Если в Турции существует ....... To whom it may concern? Ladies or Gents? For latter, you may think, напряженка is a catastrophy,however, the psychiatrists say that the majority of men remain cool about absense of love in our ordinary life.I don't think that ladies would advertise their thirst, not in Turkey.Seems, these words are adressed to some particular, specific type of audience which are seeking love -shadow business of a casino?I my opinion, the translation should be in the language of economics as "crisis" has been put there already..
Sergei Tumanov Jul 6, 2009:
Vitali Stanisheuski Jul 6, 2009:
Синонимы Вот там есть рубрика: "На амурном фронте затишье", по смыслу - близко к выражению "с любовью напряженка".

Если Комсомольская правда... Если Комсомольская правда, то гулиться должно хорошо, вроде бы это та статья: http://kp.by/daily/24316.3/508695/

Can you add some context? What is the article about?

neutral gutbuster : это заголовок, он должен привлечь внимание краткостью и емкостью( в ущерб смыслу и грамматике, м.б.), но не растягиваться на полгазетной полосы.

what's wrong with "it's tough with love" as zagolovok? Даже в рифму!

Bad need for Love

Love's in short supply

Since it's a title of an article I have omitted an article deliberately.

agree Viachaslau : a good variant for the headline. (Комсомольская правда - Белоруссия rockz the world) :-)

love deficit

word "напряженка" means " pressure". This pressure in pre-collapse Soviet era was the demand of the country's healthily growing population for basic products such as food or toilet paper which Soviet system could not provide in the required quantity/amounts.The result was a deficit in major food/products supply to the shop/stores.The whole situation was called "напряженка".
Peer comment(s):

agree Angela Greenfield : or "deficit of love"

Thank you!
disagree gutbuster : недостаточность, нехватка, дефицит любви - это не "напряженка", иначе автор написал бы - нехватка, недостаток и т.д.

Agree.Don't think that I'm lazy, I've tried othe options.However, I do not know what is that in your head may play with this напряженка.
agree russki : read the article, "deficit of love" seems to fit best

Thanks!Honestly,I do not see much difference."deficit of love" puts "love" in the centre and "love deficit" hilights "deficit"-?

Luv is scarce

Попробовала передать немного разговорного и совкового реалитета с помощью смешанных регистров речи.
Peer comment(s):

neutral gutbuster : Pleasure of love lasts but a moment, Pain of love lasts a lifetime.

)))
neutral Michael Korovkin : “совковый реалитет“! я кайфую, торчу, и у меня от этого выра едет крыша. Жаль нельзя здесь за него голосовать. Гатбастер же, по моему, перепутал с любовью оргазм и нередко следующие за таковым венерические заболевания...

hard up, Informal.

благодарю, Дмитрий
disagree sokolniki : This variant has quite a physiological connotation and does not sound appropriate in this case where the meaning is lack/deficit/shortages of love.

there's not enuff love, the author says so; only instead of using the nursery school word дефицит, нехватка, he prefers the word напряжёнка that is the third cousin of lack or deficit - hard up Informal In need; poor.

Just another flavor of the same phrase.

agree Rachel Douglas : I'd say this is the only one of the ten (so far) that "flows" as a subhead. I wonder what "impressions of a trip to Turkey" it's referring to, though!
