Ijust think that 'reject' is a little more confrontational.

decline or reject
Either would be OK, "decline" possibly sounds a shade more polite than "reject", but there isn't much in it.
The only slight amendment I would suggest to your version is:
3.4. ... or decline, specifying reasons, the Work schedule...

I like 'decline' for 3.4 and "not accepted" in 3.6
I guess this is fairly subjective on my part, but I would use 'decline' in clause 3.4 and 'if X and Y are not accepted...' in clause 3.5.
I seem to feel like 'decline' is a little 'too nice' for work that is being sent back for amendments and/or redoing.

I don't like "approve", and would put "accept". "accept or reject" is then a standard phrase.
