the colloquial meaning of "муть" is junk, crap, etc.
"редкая" here adds a sarcastic note - the kind of junk rarely if ever encountered...

So, your phrase means "the above does not apply to inkjets by Epson, they are crap" - apparently, prior text was either about other brands of inkjets, or about other types of printers by Epson.

Спасибо, Галина // Without the context, it's ambiguous: the positive remark might apply either to other brands of inkjets, or to NON-inkjets by Epson. Since this is a review, I'm leaning more towards the latter.

Sheer idiocy

The comment is most probably related to the usage part of the Epson cartridges' driver, which has a remarkable feature of beginning to nag at the user long time before the cartridge had actually lost its capacity. Otherwise I have nothing bad to say about Epson printers – only positive experience since 1995.
Since the expression used is purely colloquial, Sheer idiocy would be the best equivalent to it in the given context, in my opinion

I would like to stress again that such a kind of comment would not be fair applied to Epson jet printers in general - they are among the best, in my opinion - except this cartridge usage feature.
