АЛМАТЫ – Показатели детской смертности в Казахстане снизились на две трети за последние 22 года. Казахстанские врачи однако отмечают, что еще есть над чем работать.
По информации межведомственной группы ОООН, в ходе проведенного исследования выяснилось, что в период с 1990 по 2012 год включительно смертность детей в возрасте до 5 лет в Казахстане снизилась на 65%.
«Если в 1990 году на 1000 младенцев приходилось 54,1 смертельных случаев, то в 2012 году этот показатель равен 18,7 случаев. Казахстан движется по пути достижения Цели Развития Тысячелетия по снижению детской смертности на две трети с 1990 по 2015 годы», - рассказал заместитель представителя ЮНИСЕФ Радослав Жехак.
По данным Министерства здравоохранения, уровень младенческой смертности в Казахстане в 2009 году составил 16,1; 2010 году 16,0; 2011 году за 9 месяцев 14,9 на 1000 родившихся живыми, в 2012 - 13. Основными причинами младенческой смертности в Республике Казахстан являются состояния, возникшие в перинатальном периоде 50 %, врожденные пороки развития 18,8,инфекции 27,5,несчастные случаи 0,9. Остальные случаи смертей – от рождения до 5 лет.
Как рассказала министр здравоохранения Салидат Каирбекова, "исследование основывалось на анализе данных записей актов гражданского состояния, ранее проведенных исследованиях национального масштаба, а также данных переписи населения за 12 лет". По ее словам, показатель младенческой смертности выступает также одним из индикаторов Глобального индекса конкурентоспособности Мирового экономического форума.
Каирбекова считает, что первые заключения по оценки регистрации детской смертности в Казахстане можно считать положительными. «Правительством страны предприняты серьезные усилия для сокращения младенческой смертности, а также многое делается для совершенствования системы сбора данных по этой теме», - сказала Каирбекова.
По данным врача-педиатра из Астаны Александры Калининой, на снижении уровня детской смертности также "сказался и тот фактор, что Казахстан закрыл Семипалатинский испытательный полигон". Среди других причин, по ее словам, улучшение системы вакцинации в стране на более 30%, достигаемость вакцинации в регионах, создание врачебных пунктов в регионах: "В больших городах и раньше проблем не так много было, основные данные по смертности были в регионах из-за малодоступности медицины, бедности".
Главный педиатр детской поликлиники №10 города Алматы Дидар Айнабекова считает, что снижению показателей детской смертности способствовали качественная вакцинация, общие тенденции к здоровому образу жизни.
«Еще 10 лет назад дети из сельских районов нерегулярно получали прививки – родителям далеко было ехать в город, теперь же мы выезжаем на места и производим вакцинацию. Кроме того, в городе идет пропаганда здорового образа жизни, в том числе, и в нашей поликлинике. Взрослые стали меньше курить, а дети, как известно, пассивные курильщики, если родители дымят», говорит Айнабекова.
Калинина однако говорит, что Казахстану еще есть над чем работать: "Нам надо и дальше снижать показатели, заботиться о здоровье матери и ребенка, решать вопросы с ранней диагностикой, прививками, витаминизацией".
Каирбекова говорит, что такие инициативы в будущем есть. Так, например, ЮНИСЕФ совместно с правительством Казахстана планируют запустить в этом году программу для поддержания здоровья детей. В ходе реализации программы будет произведено обогащение муки железом, витаминами и минералами, а потребление продуктов из такой муки будет препятствовать развитию анемии среди детей.
«К 2015 году действие программы планируется расширить – назначать витамин А в обязательном порядке детям до 5 лет», отметил Жехак.
Айнабекова считает обязательное назначение витамина А хорошей мерой укрепления детского здоровья. «При Советском союзе детям повсеместно давали «рыбий жир», сейчас, к сожалению, вы выдаем только по показаниям. Именно он помогает организму сопротивляться не только ангинам, гриппу, бронхитам, но и кишечным инфекциям», отметила она.
Ясли-сад №28 города Алматы регулярно посещают около 300 детей. «Мы были бы рады, если бы ЮНИСЕФ и власти предоставили бы нам уже витаминизированную муку и просто витамины. Финансирования не хватает, витамины детям покупают родители, кто какие сможет позволить. Но это меньшинство», - говорит заведующая ясли-садом Ардак Исембаева.

Government to improve access to vaccinations and vitamins for infants

ALMATY – Kazakhstan has seen a 66% drop in the infant mortality rate over the past 22 years. The country’s doctors, meanwhile, point out that there is still work to be done.
A UN interagency task force reports that the study found there to be a 65% drop in the mortality rate of children under five years of age in Kazakhstan between 1990 and 2012, inclusively.
UNICEF Deputy Representative Radoslav Zhekhak stated: “The year 1990 saw 54.1 deaths per 1000 infants, while in 2012 there were 18.7 deaths per 1000 infants. Kazakhstan is making progress toward achieving the Millennium Development Goal to cut infant mortality by two-thirds from 1990 to 2015”.
The Ministry of Health reports that Kazakhstan’s infant mortality rate, per 1000 infants born alive, was 16.1 in 2009, 16.0 in 2010, 14.9 over the first nine months of 2011, and 13.0 in 2012. Conditions occurring during the perinatal period (50%), infections (27.5%), development congenital anomalies (18.8%), and accidents (0.9%) are the chief reasons for infant fatalities in Kazakhstan. Other fatalities take place between the time of birth and five years of age.
Minister of Health Salidat Kairbekova said: “The study was based on the analysis of vital records, previously conducted nationwide research, and census data from over the past 12 years”. She added that the infant mortality rate is also one of the indicators in the World Economic Forum’s Global Competitiveness Report.
Kairbekova believes that the initial findings on the assessment of the recorded infant mortality in Kazakhstan can be seen in a positive light. “The Kazakh government has made serious efforts to decrease the infant mortality rate. Moreover, much is being done to improve the infant mortality data collection system”, she said.
Aleksandra Kalinina, an Astana-based paediatrician, says: “Kazakhstan’s having shut down the Semipalatinsk Test Site also played a role in the drop in the infant mortality rate”. She added that the other reasons include a 30% increase in the number of vaccinations made nationwide, children in the regions receiving vaccinations, and medical centres being built in the regions. “There weren’t that many problems in big cities in the first place. The mortality rate was where it was mostly because of the regions and their lack of accessibility to healthcare and because of the poverty there”.
Didar Ainabekova, the Head Paediatrician at Children’s Clinic #10, believes that quality vaccinations and the general trends toward a healthy lifestyle have helped cut infant mortality rates. “Just 10 years ago vaccinations were given to children from rural regions irregularly, because their parents were forced to make the long trek to the city. Now, we come to them and give them vaccinations. Moreover, living a healthy lifestyle is being promoted in the city, including in our clinic. Adults have started to smoke less, as children, as is well known, are second-hand smokers if their parents smoke”, Ainabekova says.
Kalinina adds, however, that Kazakhstan still has a long way to go. “We need to continue to decrease the infant mortality rate, look after the mother and baby’s health, and tackle issues regarding early diagnostics, vaccinations, and vitaminization”, she said.
Kairbekova says that such initiatives are in the works. For example, UNICEF is teaming up with the Kazakh government in planning to launch a programme this year to support children’s health. The programme will include enriching flour with iron, vitamins and minerals. Consumption of foods made out of such flour will prevent the development of anaemia in children.
“The programme is to be expanded by 2015 to making the prescription of vitamin A mandatory for children under the age of five”, said Zhekhak.
Ainabekova believes that making the prescription of vitamin A mandatory is a good measure to strengthen children’s health. “In the Soviet era, children everywhere where given fish oil, while now, unfortunately, fish oil is provided only per a prescription. Fish oil is what helps the body fight not only anginas, influenza, and bronchitis, but also intestinal infections”, she said.
Approximately 300 children attend Almaty-based preschool and kindergarten #28 regularly. Ardak Isembayeva, the preschool and kindergarten’s director, said: “We would be happy if UNICEF and the authorities were already providing us with vitamin-infused flour and vitamins themselves. There isn’t enough financing, while the parents buy their children whichever vitamins they can afford. They, however, make up the minority of parents”.

ТАШКЕНТ – В Узбекистане в священный месяц Рамадан узбекистанцы занимаются благотворительностью. Наблюдатели отмечают, что узбекистанцы предпочитают жертвовать соседям, знакомым малоимущим и нуждающимся, чем помогать организациям, а также, что благотворительные акции сближают народ.
"Рамадан – месяц милости. Как передается в одном из хадисов, “В Рамадане откроются ворота милости”. В Рамадан мусульмане должны стараться ежедневно жертвовать во имя Аллаха. Вознаграждение за добрые дела в этот месяц приумножаются многократно", – рассказал Абдулхафиз Уролов, имам- хатиб мечети Усмонбим Мазъуни в Ташкенте.
Благотворительные акции помогают людям сблизиться, повышают толерантность и мирность, говорят наблюдатели.
"В течении всего месяца по всей стране фонд “Мехр Нури” совместно с другими НПО проводит благотворительные акции “Ифторлик”. Они направлены на поддержку семей, нуждающихся в материальной и социальной поддержке, многодетных семей, ветеранов и престарелых людей. Ожидается, что всего акции в этом году затронут около 6,5000 человек. Такие акции проводятся каждый Рамадан уже 8 лет подряд. Суть акции проста – после вечернего намаза устраиваются ифтары для тех, кто не может позволить себе их организовать. К поддержке акций привлекаются местные предприниматели. Эти акции помогаютлюдям чувствовать близость своих сограждан и жить в гармонии", – сообщила пресс-секретарь фонда “Мехр Нури” Фарангиз Разакова.
Первые подобные акции прошли в Ферганской долине, в городах Фергана и Андижан в первой декаде Рамадана.
"Мероприятия “Ифторлик” нужны для того, чтобы наше население всегда оставалось в позитивном настроении, чтобы люди, нуждающиеся в помощи, чувствовали себя нужными обществу. “Ифторлик”, проведенный в нашем городе, будет объединять людей в борьбе с социальными проблемами", – рассказал предприниматель из Ферганы Темурмалик Очилов.
Свои благотворительные акции в месяц Рамадан провело и Управление мусульман Узбекистана.
"В ходе прошедших дней Рамадана Управление мусульман организовало благотворительную помощь для социально уязвимых граждан. В том числе для детей-сирот и инвалидов. Всего было оказано помощи на сумму около 80.000$. Также проведена работа по обновлению почти 200 святых мест поклонения, и около 4000 кладбищ", – рассказал представитель Управления мусульман Зухриддин Исламиддинов.
Исламиддинов говорит, что люди предпочитают помогать в Рамадан друг-другу, соседям, нуждающимся, а не организациям, т.к. им не всегда можно верить.
"Я аккуратно вношу все пожертвования, предписанные священным Кораном и помогаю нуждающимся, эти деньги идут на благие цели, я вижу результат сразу же фактически. Помогать соседям и близким людям в нужде – это для нас так традиционно", – поделился дехканин селения Йик Ташкентской области Аюбитдин Пирмухаммедов.
"В то же время я слышал, что, в частности, в Ферганской долине некоторые мусульмане в месяц Рамадан сталкиваются с «имамами», которые ходят по домам и пытаются убедить выплачивать закят им, так как якобы только они представляют настоящую религию. Я считаю, что в случае появления таких «лжепроповедников», нужно немедленно обращаться в милицию, так как они связаны с преступниками" – добавил он.
Исламиддинов говорит, что о таких имамах к ним также поступала информация и осведомляет население, что управление мусульман никаких имамов собирать деньги к населению не отправляло, поэтому такие люди мошенники, и что их нужно стороиться и сообщать о них в правоохранительные органы.
"Я собрал нескольких нуждающихся в нашей махалле людей, сделал для них ифтор и дал им всем немного денег, а также купил для их детей вещи к школе, ведь скоро сентябрь. Мне кажется, это куда более правильная помощь, чем дать деньги каким-то непонятным имамам или организациям, которые прикидываются благотворителями", - говорит инженер из Ташкента Нурулло Паимов.

Charitable initiatives for the poor take place across the country

TASHKENT – Uzbekistan is giving back during the holy month of Ramadan. Observers say that Uzbeks prefer to make donations to neighbours, the poor and needy people that they know rather than help organisations, and that charitable initiatives bring the people together.
“Ramadan is the month of mercy. As one of the Hadiths says: ‘The gates of mercy are open wide in Ramadan’. The Islamic holiday requires Muslims to try to sacrifice daily in the name of Allah. The rewards for good deeds during this month are numerous and continuous”, said Abdulkhafiz Urolov, the imam and khatib of the Usmonbim mosque in Tashkent.
Charitable initiatives help bring people together and increase both tolerance and peace, observers say. “During the entire month, the Mehr Nuri foundation is teaming up with other non-profit organisations in holding the nation-wide Iftorlik charitable initiative. They are meant to help families in need of social and financial support, large families, veterans and the elderly. This initiative, which is expected to help roughly 6,500 people this year, has been held every year during Ramadan for the past eight years in a row. The essence by the initiative is simple: after evening prayer, iftars are served for people who are not able to arrange them themselves. Moreover, local business people are getting involved. These events help people feel that society cares about them and to live in harmony”, said Mehr Nuri Press Secretary Farangiz Razakova.
The first such initiatives took place in Fergana Valley and the cities of Fergana and Andizhan during the first ten days of Ramada. “Iftorlik events are needed to keep society positive, to make the poor feel needed in society. Having iftorlik in our city will bring together people to resolve social problems”, said Temurmalik Ochilov, a businessman from Fergana.
The Administration of Muslims of Uzbekistan also held its own charitable initiatives during the month of Ramadan. Zukhriddin Islamiddinov, the chairman of the administration, said: “Over the past days of Ramadan, the Administration of Muslims of Uzbekistan organised charitable aid for socially vulnerable people, including orphaned children and the disabled, with a total of $80,000 in aid rendered. Remodelling work was also done on almost 200 holy worship sites and around 4,000 cemeteries.”
Islamiddinov says that people prefer during Ramadan to help each other, their neighbours, the needy, and not organisations, which are not always trustworthy.
“I carefully make all donations foreseen by the holy Quran and help the needy. This money goes to good causes, and I see the result right away. It is a big tradition for us to help our neighbours and loved ones”, said Ayubitdin Pirmukhammedov, a peasant in Iik, a village in the Tashkent Region.
“At the same time, I have heard, especially in the Fergana Valley, how there are some Muslims during the month of Ramadan who have come across “imams” that go door to door trying to convince people to pay them a zakaat, because they supposedly represent the true religion. I believe that if you come across such ‘false preachers’, then you need to go straight to the police, because these ‘false preachers’ have criminal ties”, he added.
Islamiddinov says that he has also received information on such imams and is informing the public that the Muslim Authority did not send out any imams to collect money from the public. These people are swindlers. You need to stay away from them and report them to the law-enforcement agencies.
Nurullo Paimov, an engineer from Tashkent, says: “I gathered together a few needy people in our mahalla, made an iftar for them, and gave each of them a little bit of money. I also bought school supplies for their children, since September is just around the corner. I think that it is much better to help out rather than give money away to some random imams or organisations that pretend to be charitable organisations”.
