МИНИСТЕРСТВО ЭКОНОМИКИ ПРЕДЛАГАЕТ СОЗДАТЬ АГЕНТСТВО ПО РЕГИОНАЛЬНОМУ ЭКОНОМИЧЕСКОМУ РАЗВИТИЮ
Министерство экономики планирует создать к началу 2003 года Агентство по региональному экономическому развитию. Согласно министру экономики Штефану Одажиу, агентство будет осуществлять централизованный контроль за экономическим развитием во всех административно-территориальных единицах, «будь то уезды или районы». По мнению Одажиу, на макроэкономическом уровне территорию Молдовы можно разбить на четыре региона: северный, центральный, южный и восточные районы. В них и предполагается создать четыре филиала агентства, в задачу которых войдет разработка национальной программы регионального развития. Кроме того, соответствующее агентство будет утверждать финальный вариант программ развития каждого сектора. В него войдут представители уездных советов, самых крупных городов региона, муниципиев, Торгово-промышленной палаты, предпринимательских организаций, фермерских ассоциаций, представители профсоюзов и др. Специалисты Министерства экономики уже анализируют экономический потенциал каждого региона и определяют основные направления их экономического развития. В ближайшем будущем будет разработан законопроект о региональном развитии, а его внедрение будет финансироваться ТАСИС (200 тысяч евро). (ФЛУКС, ИНФО-прим, 3 сентября )

ECONOMICS MINISTRY PROPOSES CREATION OF AGENCY FOR REGIONAL ECONOMIC DEVELOPMENT
The Ministry of Economics plans to establish a Regional Economic Development Agency by early 2003. According to the Minister of Economics Stefan Odagiu, the Agency will maintain centralized control over economic development in all administrative-territorial units, “be it judets or districts”. In Odagiu’s opinion, on the macroeconomic level, the territory of Moldova can be divided into four regions: North, Center, South, and East. Respectively, four branches of the Agency could be created in the regions and undertake the task of developing a national program of regional development. Additionally, the respective agency will approve the final versions of the development programs that will constitute the national fund for regional development. The Agency will be composed of representatives from judets councils, largest cities of the regions, municipia, Chamber of Commerce, entrepreneurs’ organizations, farmers’ associations, labor unions etc. Ministry of Economics’ experts currently undertake analysis of economic potential in each region and map out the main directions of their development. In the nearest future a law on the regional development will be drafted and implemented with the financial support from TACIS (200 thousand euro) (Flux, Info-Prim, 3 September).

Vaccines
The Expanded Programmes on Immunization (EPI) constitute a key intervention in primary health care, because they enable prevention of diseases with particularly high rates of mortality or disability. Although immunization is recognized as one of the most cost-effective of public health interventions, its implementation nonetheless entails a significant expenditure in proportion to the restricted budgets allocated to health services. Vaccine costs represent on average 10% to 15% of total EPI costs, including personnel wages, but the long-term viability of EPI is at stake. International aid is no longer able to supply EPI vaccines to most developing and transition countries, as was the case until fairly recently. These countries will thus have to cover a growing share of their supplies, at the same time as larger quantities of vaccines will be needed to fulfill the ambitious immunization goals to be attained by 2000. Procuring supplies under optimal conditions so as to be able to immunize as many people as possible– this is one of the major challenges to be met in coming years. In order to find the best ways to procure vaccines, the specific nature of vaccines as merchandise must be taken into consideration. From a medical point of view, vaccines are not the same as other medicines. They aim not to cure but to prevent the emergence of certain diseases. They are perishable products, with variable and often limited periods of potency. They are fragile products, whose quality and effectiveness are dependent on many factors, such as compliance with refrigeration procedures, injection techniques, equipment sterilization, number of doses administered and the age of immunized subjects. All these particular features give vaccines characteristics that distinguish them from other pharmaceutical products.

Расходы на вакцины представляют собой, в среднем, 10-15% общей стоимости РПИ, включая зарплаты персоналу, однако под угрозу попадает долгосрочная жизнеспособность РПИ. Международные организации помощи более не в состоянии поставлять вакцины РПИ большинству развивающихся стран и странам с переходной экономикой, как это было еще недавно. Этим странам придется самостоятельно финансировать все большую долю своих закупок по мере того, как будет требоваться все большее количество вакцины для выполнения задач иммунизации, намеченных к выполнению к 2000 г. Обеспечение поставок по оптимальным условиям с целью иммунизировать как можно больше людей будет являться одной из самых сложных задач в ближайшие годы. Чтобы найти наилучшие пути закупки вакцин, необходимо принять во внимание специфику вакцин как товара. С медицинской точки зрения, вакцины отличаются от других медикаментов. Вакцины – уязвимый продукт; их качество и эффективность зависят от многих факторов, таких как соблюдение холодового режима, методы введения и стерилизационное оборудование, количество введенных доз и возраст иммунизированных. Все эти факторы придают вакцинам свойства, отличающие их от других медпрепаратов.
