Текст оригинала - русский Анализ сложившихся тенденций технологического развития в российской экономике, а также рисков и возможностей роста стал основой для определения в составе Стратегии трех возможных вариантов инновационного развития.
Первый из рассматриваемых вариантов — инерционный (ориентированного на импорт) — характеризуется отсутствием масштабных усилий, нацеленных на инновационное развитие, фокусированием политики в основном на поддержании макроэкономической стабильности и низких параметров бюджетных расходов на науку, инновации и инвестиции в развитие человеческого капитала. В рамках такого сценария инновационная политика проводится в основном через общие меры по развитию институтов, формированию благоприятного делового климата, а также через меры организационного содействия, не требующие значительных расходов.
В Стратегии прямо говорится, что подобный вариант с большой вероятностью «приведет к дальнейшему ослаблению национальной инновационной системы и усилению зависимости экономики от иностранных технологий. Такой вариант обрекает Россию на технологическое отставание от ведущих стран Запада, а в перспективе — на проигрыш в конкуренции новым индустриальным странам и, следовательно, является неприемлемым».
Второй вариант — догоняющего развития и локальной технологической конкурентоспособности — ориентирован на перевооружение экономики за счет применения импортных технологий, а также на локальное стимулирование развития российских разработок. В рамках этого сценария спрос на отечественные технологии создается не только потребностями обеспечения интересов национальной безопасности и обороны, но и развитием энергосырьевого сектора. Сектор фундаментальной и прикладной науки сегментируется и концентрируется вокруг тех направлений, которые имеют коммерческое применение. Вариант догоняющего развития (хорошо известный на примере Японии, Южной Кореи, Малайзии, Сингапура, Китая) характеризуется существенными усилиями государства по модернизации сектора исследований и разработок, концентрацией усилий на наиболее перспективных научно-технологических направлениях, которые позволяют резко расширить применение российских разработок и улучшить позиции России на мировом рынке высокотехнологичной продукции и услуг. В таком случае РФ может претендовать на лидирующие позиции в производстве авиакосмической техники, композитных материалов, в разработке и применении нанотехнологий, биомедицинских технологий жизнеобеспечения и защиты человека и животных, программного обеспечения, а также в атомной и водородной энергетике, отдельных направлениях рационального природопользования и экологии и в ряде других сфер деятельности.
Этот вариант характеризуется резким увеличением спроса на новые научные и инженерные кадры, а также предполагает формирование развитой национальной инновационной системы и восстановление лидирующих позиций российской фундаментальной науки. Одновременно указанный вариант является более затратным, поскольку предполагает масштабное государственное финансирование научных исследований и разработок прежде всего фундаментального характера, содействие скорейшей коммерциализации результатов научных исследований и разработок, активный поиск и формирование новых рынков, ниш и сегментов в рамках существующих рынков и, наконец, поддержку выхода на них российских компаний. Кроме того, для указанного варианта характерны существенные инновационные риски, связанные с принципиальной новизной решений, в том числе велика вероятность того, что наиболее перспективные инновации будут раньше и (или) в большей степени использованы в других странах. Для страны с диверсифицированной отраслевой структурой выбор варианта политики технологической модернизации не может быть универсальным для всех отраслей и секторов экономики.
Как следствие, оптимальным для России в современных условиях согласно действующей Стратегии признан вариант развития с элементами лидерства в некоторых сегментах экономики, в которых имеются (или могут быть быстро созданы) конкурентные преимущества, но с реализацией догоняющего варианта в большинстве секторов экономики.
Перевод - английский Analysis of prevailing trends in technological development of the Russian economy, as well as of the risks and growth opportunities in manufacturing had helped identify three possible alternatives for innovative development in the framework of the Strategy.
The first alternative is an inertial method (import-oriented method) that is characterized by absence of extensive efforts to promote innovative development, by conducting policies aimed at maintaining macroeconomic stability and low budget options for science, innovation and investment in human capital development. The methods for innovative policy suggested by this alternative mainly come down to general measures on development of institutions, creating a favorable business environment, and organizational assistance measures that do not incur significant costs.
The Strategy explicitly states that this alternative is likely to "result in further weakening of the national innovation system and increased dependency on foreign technology. This alternative dooms technological development in Russia to falling behind the leading Western countries, and, in the future - to losing the ability to compete with new industrial countries; therefore, this alternative is deemed unacceptable".
The second alternative of catching-up development and local technological competitiveness focuses on retooling the economy with the help of imported technology and on localized fostering of domestic R&D. In this scenario, the demand for domestic technology is not only dictated by the needs of national security and defense, but also by the developing natural resources sector. The basic and applied science sector is segmented and focused around commercial directions. The catching-up development method (for example, the economies of Japan, South Korea, Malaysia, Singapore and China) suggests significant involvement of the state in modernizing research and development and in concentrating effort on the most promising scientific and technological directions that can dramatically increase the use of Russian R&D end products and strengthen Russia's positions in the global market of technological products and services. In this case, Russia could become a leader in aerospace technology and composite material production, in design and application of nano, software, and biomedical technology for life-support and protection of humans and animals, as well as in the atomic and hydrogen energy sectors, certain areas of environmental management ecology, and others.
This alternative leads to a dramatic increase in demand for new scientific and engineering staff, creates a developed national innovation system and restores Russia's leading positions in fundamental science development. At the same time, this alternative is more costly, as it suggests extensive public funding of research and development, primarily of a fundamental nature, promoting early commercialization of research and development results, active search for and formation of new markets, niches and segments in the framework of the existing markets, and, finally, helping Russian companies emerge in the above-mentioned markets, niches, and segments. In addition, this alternative involves significant innovative risks associated with the novelty of the solutions, including the high probability that the most promising innovations will be used in other countries earlier and/or to a greater degree. For a country with a diversified industrial structure, selecting a technological modernization option cannot not be universal for all industries and sectors of the economy.
Thus, taking into consideration the current circumstances, the existing Strategy recognizes that the optimal option for Russia is the development with elements of leadership in some segments of the economy that have (or the ones that can quickly create) competitive advantages, with the implementation of catching-up development in most sectors of the economy.
