I'm pretty sure I want to avoid the literal translation "technological base". Does база basically mean "capacity" here? We do talk about building "technology capacity".

I would rather say "technology" instead of technological. Based on the programme passport published on the site of the Ministry of Education and Science of Russia (http://mon.gov.ru/dok/prav/nti/4419/), the collocation "технологическая база" means a set of technologies to be developed and used in this period. Besides, there are some hits for "National technology base for 2007-2011" in google:

I think it's better to translate "facilities" instead of "base".
Facilities - 1. a place, amenity, or piece of equipment provided for a particular purpose 2. a special feature of a service or machine, which offers the opportunity to do or benefit from (definitions from Oxford Dictionary).
So, as I read the main task of this Program, it aims to develop technologies and build new production capacity to work with these technologies. Word “facilities” joins together these main tasks.
