I have found "weatherstripping" or "weathering" but this is not right, since the "okonnyi sliv" is actually an architectural feature that sticks out from the bottom of the window, almost like a little eave; a character in this work actually leaps up and grabs on to the "okonnyi sliv," so it's doubly impossible that it is "weatherstripping."
