neutral Angela Greenfield : речь о кривой производственных затрат. Находится внизу кривой - иметь маленькие затраты. Я не думаю, что речь идет о тенденции к снижению, хотя было бы неплохо. :-)

Можно перефразировать, но смысл такой.

т.е. компания получает больше прибыли, чем конкуренты, и имеет больший потенциал к расширению (например они способны снизить цены на цемент, тем самым вытесняя конкурентов с более высокой себестоимостью - high cost competitors), акции торгуются ниже их настоящей стоимости, т.е. - если верить Вашему брокеру - выгодная во всех отношениях покупка

Цена занижена

Речь не идет о цене ниже себестоимости, речь идет о заниженной цене. Это два совершенно разных понятия. При этом во фразе используются довольно точные экономические понятия, поэтому общие фразы типа "дешевле не бывает, бросовые, и т.д., мне кажется, использовать нельзя.
Скорее всего, речь идет о заниженной цене цемента
Ключевое слово во фразе - line. Это что-то типа коридора. Если спрос и предложение уравновешены, то цена находится в этом коридоре. Пои заниженной цене спрос должен вырасти. А соответственно, будут расти доходы предприятия, что приведет к росту акций. А пока их цена зависла где-то.... Это основная идея, которую можно понять, если взять во внимание следующие два определения.
