В принципе, можно, наверное сказать washing off, однако, поскольку смывка для краски - paint remover, то я бы написала именно так.

removability by washing off of wet cataphoretic film
It is not just removal, it is the ease with which it can be removed, and specifically by washing off. Unfortunately there is no such word as "washoffability", so this is the best I can do.

solubility of the wet cataphoretic film
One of the properties of the wet cataphoretic film is its смываемость, i.e. the ability to dissolve in solvents (water or organic solvents).
