Подозреваю, что это стандартный набор выражений, произведенный отечественными внутренними органами.

This is a slightly tweaked version of the asker's own version, which I much prefer to the other suggestions. There are three parts to this statement, not two; namely: 1) he is not subject to proceedings in criminal cases right now; 2) he has not been convicted as the result of criminal proceedings in the past; 3) he is not on the wanted list.

The words "currrently" and "previous" are in brackets, as they are not in the text of the original, but adding them helps to distinguish the temporal difference between 1) and 2).

В этом контексте, похоже, имеется в виду, что против Гражданина N не возбуждено уголовных дел (нет текущих судебных разбирательств), нет судимостей (то есть не вынесено обвинительных приговоров) и т.д.
