This is current American teen-speak, as in the following: Teen 1: "You make me think of this guy I know. He's really harsh and often when I hear him rant/talk I get upset. Just like with you...Maybe I get upset because I'm wondering if it applies to me." Teen 2: "I think you're mostly right. Definitely way too harsh, but if that's just you, then whatever." It's a normal expression when used between teenagers, but when used in response to a suggestion or request from an adult, it's really sarcastic.
