Only changed words? 100 cents per word and MTPE away
Otherwise, tell em to stick their scammy pricing where the sun don't shine

yes, you are right, I now remember they have something subscription-based. But I never used it and I don't exactly know how it works. If you don't mind my asking, do you still work according to their traditional internal CAT grid?

agencies can ask discounts if they know you use them. I could never see myself working again without CAT tools, for a variety of reasons (access to all my previous work, integrated glossaries and many other wonderful features). But things get tricky when agencies start to apply CAT grids. Also, even if you don't have your CAT tool, they have their online portals where jobs come pre-calculated based on their own CAT grids, so... CAT is here to stay, unfortunately, and to get more and more widespread.

What paid MTPE tool?
That is some next-level exploitation. I thought only sex workers and taxi drivers paid kickbacks for market access.

If I understand correctly, they charge you for using their translation tool. I think I know which agency this is. I never worked for them.
What's very annoying, if we really end up doing MTPE, some agencies should have the decency to compensate you in a fair way, otherwise we all lose. Us, because we earn a lot less and produce crap quality (we will have to work very fast to earn a decent income), the agency for receiving crap quality for their greed and giving crap the their client and ultimately the end client, who will get what they pay for. A peanut sandwich.
working for them directly.

In your example, I would just put the whole thing through a different MT program, thereby changing / reordering every word in the document. Then make the corrections.
Why reduced rates for machine translation don't make sense for freelance translators:

"I have even seen companies that pay translators based on the percentage of the MT output that was changed. Under this system, the translator’s ability to read and understand the source and target text in order to identify the fact that the MT was suitable is not compensated. As a result, translators are forced to make unnecessary changes to the output in order to ensure that they will get paid."

It seems to me that this would be a good way of paying for MTPE if only there was also a set amount paid for reading unaltered text.
(All assuming they can't trust their suppliers to bill sensibly by the hour.)
Why pay for work that isn't done?
(Although rightly or wrongly I do chuckle at the thought of an MTPE specialist feeling hard done by... )

If I have to read a word, I reserve the right to charge for it.
Reading is work. Anybody who doesn't understand that is not a translator. In this particular case, the PM clearly does not understand the concept of context and should not be involved in the translation process. I would point that out to them in my goodbye letter.

they MTPE the entire document and calculate your fee based on how much you CHANGE an existing segment. All this is based on estimates, for example they believe that in one given sentence you will only change 2 letters, maximum one word, therefore they only pay you for that word that you changed.
This is utterly ridiculous on several fronts. How do they know beforehand what changes you deem necessary? I would ask them to only send me the words they want me to translate.
