Hi Maria,
I'm not a linguist but I think they want you to point out three terms that have dictionary descriptions that probably won't help you when translating the text into Spanish.
I translate into Dutch and my dictionaries won't be of much use when translating: NUMBER ACTIVITY DESCRIPTION. The term wouldn't be in my dictionaries and even if I could find it in one my dictionaries the description and translation probably would be wrong within the given context.

SECOND BANKING DIRECTIVE. You'd have to have a very reliable and current dictionary to translate this term and even then you can't be sure how to translate it without clear instructions.
BANKERS DRAFT is probably the best example of a lexical difficulty in the sense I take it. Banker's drafts are very uncommon in the Netherlands. I'd have to translate with an obsolete term, a modern equivalent that only would be approximate or a whole lot of Dutch.
This text is rife with lexical difficulties, really. One third of the text could end up in KudoZ. (PM: Short text for tomorrow SOB, minimum rate, please confirm ASAP.)
Good luck,
Gerard
PS I've just looked up THE PUBLIC in my dictionaries. That would, I think, be 'particulieren' in Dutch. Non of my resources suggest that meaning. The common translation 'het publiek' (the audience) would give the client a good reason to withhold payment.
