My 12-year-old son talks to me like that sometimes - 'Mum what is you cooking?' 'I is well going to bed' and raps along with it. He says it's Chav English, i.e. youth slang. I find it really funny.

That is explained in George Orwell's novel 1984. It is called newspeak. A prophetic book indeed!.

yes, they do, but in an informal speech.
Should a president's public speech be considered " informal" ?
