The context has to do with the Russian officers who are classified as "за штатом"--they're in some sort of intermediary state outside the regular military staff list (this is clearly not a technical term on my part), and awaiting housing, but I don't know how to translate "за штатом". Two examples are:

В условиях, когда за штат выведено около 40 тыс. офицеров, никакого продвижения по службе эти сержанты иметь не будут.

Оказавшись неспособным выполнить социальные обязательства перед офицерами, находящимися за штатом, государство возвращает их на военную службу.

This what "выведено за штат" means and it is used in military as well as in civilian context.

A more military term is "forcibly retired". Choose the one that is the most appropriate int eh context.

I'm aware of some of the other proposed translations, such as "outsourcing" -- while this is absolutely the most common and correct translation in the business context, it makes little sense in terms of the military. The Russian "офицеры за штатом" seems to refer to a very specific issue with officers who have been forcibly retired, but have not yet received housing. They are, as GaryG noted above, outside the "TO&E" (which is a bit too specific a translation for general use...).

They're no longer in the TO&E (Table of Organization and Equipment, which is a common translation of штат in a military context)

"discharged" is OK, but it in other military contexts it means completion of a service obligation. These guys have been declared excess
