If verbatim Runglish is what you have in mind, it will be something like "On the Maximum Base Subject to Insurance Premiums Payable to Extrabudgetary Funds Beginning on January 1, 2014". However, that would be highly confusing for anyone dealing with similar matters in actual English. A tax is a tax is a tax. It is not an insurance premium no matter what you call it. Taxes are assessed, withheld and/or paid. That's the standard English terminology you want to use here. Second, even though the word base, as in tax base is indeed used in English sometimes (such as here, among other places: http://www.ssa.gov/oact/cola/cbb.html) it is nowhere near as common usage-wise as the same word in Russian.
