我倒有點納悶 To who it may concern 指的是平輩 (平行機構) 或長輩 (上級機構)？

曾經有某國的大使為了疏通我旅行該國可能遭遇的困難，寫了一函要我帶在身上，在遇到通關問題或警察刁難時亮出該函；那信函開頭 A quién corresponda 正是 To whom it may concern；在我看來，他是以平行機構首長的地位及語氣寫那信函的，否則他會寫 A quién le corresponda!

因此，可能必須看信函收受對象而定，將 To whom it may concern 中譯應為 "敬啟者" 或 "逕(徑)啟者"。

看來公文的分寸也有其難呢。若有謬誤，敬請同仁多多包涵是盼。
