I think you need to translate the heart of the meaning here. Any attempt at a translation close to the original just comes out awkward.

neutral Olga Klymenko : "Leads to protests" does not reflect what the original sentence seems to suggest, i.e. that latent protests turn active. It's not that straighforward.
