xxxxx showed an exemplary conduct and at the same time.......

This Certificate has been issued to XYZ, born in NNN, on MMDDYY, to certify that in YYYY he/she completed the full course of study at ZZZZZZ, and with exemplary conduct he/she displayed knowledge in the following subjects: ...

while demonstrating exceptional behavior

I agree that in general word “exceptional” has different meanings, like you said it could mean excellent, or freaky. However, I did not make it up. In US educational system they are using this term quite widely. Here is one of the examples: http://www.estacada.k12.or.us/State Report Card/state_report...
Nevertheless, if ward “exceptional” is to strong for translation of Russian school certificate, there is another example of a phrase «примерное поведение» - “outstanding behavior”. It is used mostly in elementary schools. I know that one for sure because my son is a 4th grader. :-) Here is the link to “outstanding” example.
O=Outstanding - the student\'s behavior ENHANCES the classroom atmosphere. The student works well independently and with others.

Oops, I made a typo: I meant to say \"word\", not \"ward\". :-)

: The trouble with "exceptional" is that it can have opposite meanings: superior, excellent, outstanding, etc., or strange, queer, deviant, freaky, etc.
