Social Security is a social insurance program officially called "Old-age, Survivors, and Disability Insurance" (OASDI), in reference to its three components.

Program payouts exceeded cash program revenues (i.e., revenue excluding interest) in 2011; this shortfall is expected to continue indefinitely under current law. Due to interest, the Trust Fund will continue increasing through the end of 2021, reaching a peak of approximately $3.0 trillion. Social Security has the legal authority to draw amounts from other government revenue sources besides the payroll tax, to fully fund the program, while the Trust Fund exists. However, payouts greater than payroll tax revenue and interest income over time will liquidate the Trust Fund by 2033, meaning that only the ongoing payroll tax collections thereafter will be available to fund the program.

Соответственно:

Ввиду того, что значительная доля этих налогов направляется на пенсионные программы, от которых зависят миллионы американцев, потенциал программы социального обеспечения в долгосрочной перспективе фактически возрастет за счет продления срока действия трастового фонда, существующего в ее рамках, еще на два года.

Спасибо за комментарий. Приведу свои скромные соображения по поводу «причины» и «следствия».

1) причина - since a large portion of those taxes go towards retirement programs that millions of Americans depend on;

2) следствие - Social Security would actually get stronger over the long-term;

3) обстоятельство, являющееся результатом причинно- следственной связи между 1) и 2) - adding two years to the life of the program’s trust fund.

Имхо, как и обычно.
