"Согласовывать" еще же используется в смысле "определять", "установить" согласно чего-то, на основании чего-то, ктакому-то времени, что угодно, но не просто абстрактно.Может быть, это в последующей части предложения сказано?Более точно можно бы сказать, было бы все предложение.

Scope of Work vs. Statement of Work
First of all, I totally agree with all the proposed 'Scope of Work' answers. For the US contractual documentation, it's the most commonly used term (at least, based on my personal experience.)
I just wanted to offer a little more info on the subject. As you can see from the definition examples below, the two terms are quite interchangeable. From the practical standpoint, choosing between them would largely depend on the context. If it's just the most general one-sentence reference to the amount of effort required under the contract, I would go with 'Scope of Work'. If, however, it's more of a 'состав работ', and especially if there exists a separate document specifying the details of the actual work to be performed (tasks, schedule, deliverables, etc.), my preference would be 'Statement of Work'.
Definitions (from Wideman Comparative Glossary of Project Management Terms v2.0: http://www.maxwideman.com/pmglossary/index.htm):
Scope of Work
1. A chronological (narrative) description of the work to be accomplished or resources to be supplied.
2. A statement of the work content of a project required to achieve the project scope. The work content of a project is the sum of all necessary tasks and activities required to complete the project scope in its entirety (i.e. its complete work breakdown structure). See also Work Scope.
3. The work content of a project or any component of a project, such as a work package or a cost class, e.g.. a summary description of the work involved in constructing a project.
Editor's Note: Scope of Work describes the work involved in producing the product of the project, whereas 'Scope' or the 'Scope Statement' describes the resulting product.
4. The work involved in the design, fabrication and assembly of the components of a project's deliverable into a working product.
Statement of Work ("SOW")
1. A narrative description of products or services to be supplied under contract.

If 'согласовывается...' means an agreement between the parties involved (subjects of the contract), the translation would be "agreed upon..."
However, if 'согласовывается...' implies a permission from some figure of authority that needs to be received before you can go ahead with the contract, I would choose "concur" (соглашаться, одобрять)
