I believe it's talking about two seperate systems, that of Operating Technologies and that of Management. Literally it is 'Systems [of] Operating Technologies and of Management'.

Also, i forgot to add, 'Sistemas' is plural, if it were one system one would think it would just be 'Sistema de tecnológicos operativos y gestión'. Another thing is that the names of the systems aren't capitalized so it isn't the whole title of one system.
Just my logic. Your thoughts?
