Source text - English Vietnam’s workforce needs new skills for a continued economic modernization, says Vietnam Development Report 2014.
Cognitive, behavioral and technical skills are required for the Vietnamese workers to meet changing demands of employers
Hanoi, November 29, 2013 – Education has played an important role in making Vietnam a development success story over the last twenty tears. Vietnam now needs to focus on making its workforce more productive to meet new demands in the transition towards a modern, industrial market economy.
The Vietnam Development Report 2014, titled “Skilling up Vietnam: Preparing the workforce for a modern market economy” and released by the World Bank today, stresses that the nature of work in a modern market economy will change and become more sophisticated. Today, Vietnamese employers are increasingly looking for a mix of higher quality cognitive, behavioral and technical skills.
“Vietnam is facing new challenges as the country gets richer and more advanced.” says World Bank Country Director for Vietnam, Ms Victoria Kwakwa. “Literacy and numeracy among Vietnam’s adult workforce is widespread and more so than in other countries, including wealthier ones, but a more skilled workforce is key to Vietnam's successful economic transition”.
With the majority of Vietnam’s adult workforce being able to read and write, the challenge now is to turn graduates from good readers into critical thinkers and problem-solvers who are well equipped to acquire technical skills in university, vocational training and throughout their working lives.
The report’s analysis shows that economic modernization involves a shift in labor demand from today’s predominantly manual and elementary jobs towards more skill-intensive non-manual jobs, from jobs that largely involve routine tasks to those with non-routine tasks. And these new types of jobs will require new skills.
According to Christian Bodewig, the report’s lead author, “These new jobs can already be found in today’s labor market, but Vietnam’s employers struggle to find the right workers for them. Equipping its workforce with the right skills will, therefore, be an important part of Vietnam’s effort to accelerate economic growth and further its economic modernization in the coming decade and more.”
Drawing on a survey of employers in urban areas, the report finds that employers identify job-specific technical skills as the most important skill. But they are equally looking for cognitive skills, such as problem-solving and critical thinking, and behavioral skills, such as team work and communication. Reorienting Vietnam’s education system towards focusing more on teaching these types of skills will help Vietnamese workers to prepare themselves for the future – those skills are important in almost any industry.
The report shows that Vietnam’s education system has a strong track record in producing foundational reading literacy and numeracy skills, but faces greater challenges in producing the advanced skills that will be increasingly demanded in coming years. It advances a three steps plan for a holistic skills strategy for Vietnam:
• Step 1: Promoting school readiness through early childhood development
• Step 2: Building the cognitive and behavioral foundation in general education
• Step 3: Building job-relevant technical skills through a more connected system between employers, students and universities, and vocational schools.
The report urges the government to take actions now, as changes in education and training can take a generation to result in a workforce equipped with the right skills.
“Rather than planning and managing the education and training system centrally and top-down”, says Christian Bodewig, “the role of government is to help to ensure a better information flow between employers, schools and universities and students, and to enhance capacity and set the right incentives by freeing up universities to partner more effectively with businesses”. Ultimately, preparing the workforce for an industrial economy is not just the government’s job. It requires a change in behavior by all actors in skills development – employers, schools and universities and students and their parents alike.

Người lao động Việt Nam cần trang bị các kỹ năng nhận thức, hành vi và kỹ thuật để đáp ứng nhu cầu đang thay đổi của người sử dụng lao động
Hà Nội, ngày 29 tháng 11 năm 2013 - Giáo dục đã đóng một vai trò quan trọng trong câu chuyện thành công về phát triển của Việt Nam trong vòng 20 năm qua. Hiện nay, Việt Nam cần tập trung vào việc nâng cao năng suất của lực lượng lao động nhằm đáp ứng những yêu cầu mới trong quá trình chuyển đổi sang nền kinh tế thị trường theo hướng công nghiệp và hiện đại.
Báo cáo Phát triển Việt Nam 2014 với tựa đề "Phát triển kỹ năng: Xây dựng lực lượng lao động cho một nền kinh tế thị trường hiện đại ở Việt Nam" do Ngân hàng Thế giới vừa công bố, nhấn mạnh rằng bản chất công việc trong một nền kinh tế thị trường hiện đại sẽ thay đổi và trở nên phức tạp hơn. Ngày nay, người sử dụng lao động Việt Nam đang tìm kiếm một tập hợp các kỹ năng nhận thức, hành vi và kỹ thuật chất lượng cao.
“Việt Nam đang phải đối mặt với những thách thức mới khi đất nước ngày càng thịnh vượng và phát triển hơn.” Bà Victoria Kwakwa, Giám đốc Quốc gia, Ngân hàng Thế giới chia sẻ. "Tỷ lệ lao động Việt Nam có kỹ năng đọc, viết và tính toán cao hơn so với các nước khác, kể cả các nước giàu có hơn Việt Nam, nhưng một lực lượng lao động có kỹ năng cao mới là chìa khóa thành công trong chuyển đổi kinh tế".
Với phần lớn lực lượng lao động có khả năng đọc và viết, thách thức hiện nay của Việt Nam là làm thế nào có thể biến các sinh viên tốt nghiệp từ những người giỏi học theo sách trở thành những người có tư duy phản biện và biết cách giải quyết vấn đề, những người được trang bị đầy đủ để lĩnh hội các kỹ năng kỹ thuật từ các trường đại học, trường dạy nghề và trong suốt quãng đời làm việc của mình.
Báo cáo đưa ra phân tích cho thấy tiến trình hiện đại hóa nền kinh tế sẽ dẫn tới sự dịch chuyển của cầu đối với lao động, chuyển từ các công việc chủ yếu là thủ công và đơn giản ngày nay sang các công việc phi thủ công và đòi hỏi nhiều kỹ năng hơn; chuyển từ các công việc chủ yếu là các thao tác, nhiệm vụ thường quy sang các nhiệm vụ không thường quy. Và những công việc mới đó luôn đòi hỏi những kỹ năng mới.
Theo ông Christian Bodewig, tác giả chính của báo cáo, “Những công việc mới này hiện đã có mặt trên thị trường lao động, tuy nhiên người sử dụng lao động ở Việt Nam vẫn đang vất vả tìm kiếm những người lao động phù hợp với mình. Do đó, việc trang bị cho người lao động những kỹ năng cần thiết sẽ là một phần quan trọng trong những nỗ lực của Việt Nam để gia tăng tốc độ tăng trưởng kinh tế và tiếp tục tiến trình hiện đại hóa nền kinh tế trong thập kỷ tới và xa hơn nữa”.
Dựa trên một cuộc khảo sát dành cho người sử dụng lao động ở các đô thị, báo cáo cho thấy người sử dụng lao động xác định các kỹ năng kỹ thuật liên quan trực tiếp đến công việc là kỹ năng quan trọng nhất. Đồng thời, họ cũng tìm kiếm các kỹ năng nhận thức như kỹ năng giải quyết vấn đề và tư duy phản biện, và các kỹ năng hành vi như kỹ năng làm việc nhóm và kỹ năng giao tiếp. Việc định hướng lại hệ thống giáo dục để tập trung hơn vào các kỹ năng này sẽ giúp người lao động Việt Nam sẵn sàng cho tương lai vì những kỹ năng rất quan trọng đối với hầu hết các ngành.
Báo cáo Phát triển Việt Nam 2014 nhận định nền giáo dục Việt Nam có truyền thống thành tích rất tốt trong việc cung cấp các kỹ năng đọc viết và tính toán cơ bản, nhưng nền giáo dục đang phải đối mặt với những thách thức lớn hơn về việc đào tạo các kỹ năng tiên tiến theo yêu cầu sẽ ngày càng gia tăng trong thời gian tới. Báo cáo đề xuất một kế hoạch gồm ba bước để thực thi chiến lược tổng thể về kỹ năng cho Việt Nam:
• Bước 1: Tăng cường khả năng sẵn sàng đi học thông qua phát triển giáo dục mầm non
• Bước 2: Xây dựng nền tảng nhận thức và hành vi trong giáo dục phổ thông
• Bước 3: Phát triển kỹ năng kỹ thuật phù hợp với công việc thông qua một hệ thống được kết nối tốt hơn giữa người sử dụng lao động với sinh viên, các trường đại học và các trường dạy nghề.
Báo cáo kêu gọi chính phủ cần có hành động ngay vì những thay đổi trong lĩnh vực giáo dục và đào tạo có thể phải cần đến một thế hệ để xây dựng một lực lượng lao động được trang bị đúng những kỹ năng phù hợp.
Theo ông Christian Bodewig: "Thay vì lập kế hoạch và quản lý hệ thống giáo dục và đào tạo một cách tập trung và mệnh lệnh từ trên xuống, Chính phủ nên đóng vai trò hỗ trợ để đảm bảo luồng trao đổi thông tin tốt hơn giữa người sử dụng lao động, các cơ sở giáo dục, trường đại học và học sinh, đồng thời nâng cao năng lực và cung cấp các động cơ khuyến khích đúng đắn thông qua việc giải phóng cho các trường đại học để họ trở thành những đối tác hiệu quả hơn của các doanh nghiệp. Cuối cùng, việc chuẩn bị lực lượng lao động cho một nền kinh tế công nghiệp không phải chỉ là việc của riêng Chính phủ. Công việc này đòi hỏi sự thay đổi về hành vi của tất cả các tác nhân tham gia vào hoạt động phát triển kỹ năng như người sử dụng lao động, các trường đại học và cơ sở đào tạo, sinh viên cũng như phụ huynh học sinh.

Ai được hưởng lợi khi giá gạo tăng cao?

1. GIỚI THIỆU
Lúa gạo là mặt hàng đặc biệt quan trọng cho kinh tế Việt Nam đồng thời cũng là cây lương thực chủ yếu, mặt hàng nông sản xuất khẩu chủ lực. Trong 20 năm qua, sản xuất lúa của Việt Nam đã tăng trưởng cao và ổn định nhờ mở rộng diện tích trồng lúa, thâm canh tăng năng suất.
Là mặt hàng chiến lược cho an ninh lương thực quốc gia, sản xuất lúa gạo được coi trọng đặc biệt. Tuy nhiên, dù sản xuất và xuất khẩu gạo trong những năm qua đã đạt được những thành tích ấn tượng nhưng lợi ích mà người trồng lúa thu được lại không đáng kể (Ngân hàng thế giới, 2011). Hầu hết các hộ nông dân đều tham gia trồng lúa nhưng thu nhập từ lúa vẫn chưa phải là nguồn thu chính của họ mặc dù đã đầu tư nhiều thời gian và công sức cho lúa.
Thời gian qua, giá gạo trên thị trường thế giới biến động nhiều, ảnh hưởng lớn tới người sản xuất và kinh doanh Việt Nam. Khi giá giảm, người nông dân bị thiệt hại nặng nề. Tuy nhiên ngay cả khi giá tăng vọt thì người nông dân cũng không được lợi nhiều.
Chính phủ Việt Nam đã ban hành nhiều chính sách hỗ trợ cho ngành sản xuất lúa. Bên cạnh những chính sách thúc đẩy sản xuất lúa và ổn định thu nhập cho nông dân vẫn còn có những chính sách chưa đem lại lợi ích cho nông dân.
Bản Tóm lược chính sách này nhằm:
• Phân tích tình hình thu nhập của nông dân trồng lúa;
• Đánh giá xem ai được lợi từ việc giá gạo tăng trong thời gian gần đây;
• Phân tích những hạn chế của các chính sách hiện tại; và
• Đưa ra một số gợi ý về mặt chính sách.
2. MỘT SỐ VẤN ĐỀ LIÊN QUAN TỚI THU NHẬP CỦA NGƯỜI TRỒNG LÚA
Thu nhập từ sản xuất lúa thấp, nhất là các hộ quy mô nhỏ
Các nghiên cứu của Ngân hàng thế giới (2011) và Oxfam (2012) đều cho thấy thu nhập của người trồng lúa rất thấp. Thu nhập trung bình từ trồng lúa của các hộ tại vùng đồng bằng sông Cửu Long (ĐBSCL), vùng có lợi thế sản xuất lúa tốt nhất của cả nước, chỉ đạt 535 ngàn đồng/người/tháng. Vì vậy, các hộ sản xuất lúa với quy mô nhỏ (dưới 2 ha) không thể sống dựa vào thu nhập từ trồng lúa mà phải dựa vào các thu nhập từ chăn nuôi, thủy sản hay từ các hoạt động phi nông nghiệp khác. Chỉ có các hộ quy mô lớn (từ 2 ha trở lên) mới có thể sống dựa vào thu nhập từ trồng lúa. Điều này cũng cho thấy sản xuất lúa là ngành có lợi thế của quy mô. Tính hiệu quả tăng theo quy mô trong sản xuất lúa cho thấy việc tích tụ đất đai hay phát triển các “Mô hình cánh đồng mẫu lớn” là những định hướng đúng đắn của Việt Nam.

Người nông dân không được hưởng lợi nhiều khi giá lúa tăng
Khi giá gạo trên thị trường thế giới giảm sẽ kéo giá bán lúa của nông dân xuống thấp. Trong trường hợp đó, lợi nhuận từ trồng lúa đã thấp lại càng thấp hơn. Tuy nhiên, khi giá gạo trên thị trường lên cao thì người trồng lúa cũng chỉ được lợi rất ít. Điều này có thể thấy rất rõ nếu so sánh giá lúa bán tại hộ nông dân với giá gạo xuất khẩu năm 2008: khi giá gạo xuất khẩu tăng từ mức 430USD/tấn vào đầu năm 2008 lên mức trên 900 USD/tấn vào tháng 5 năm 2008 thì giá nông dân bán chỉ tăng chưa được 100USD/tấn (Hình 2). Rõ ràng là nông dân được hưởng lợi không nhiều từ việc tăng giá gạo. Ngoài ra, trong trường hợp giá gạo trên thị trường thế giới tăng nhanh, giá lúa trong nước sẽ lên cao hơn khiến các doanh nghiệp (DN) xuất khẩu cũng phải chịu thiệt hại vì DN đã ký hợp đồng xuất khẩu với mức giá thấp ở thời điểm trước khi giá gạo thế giới tăng.

Phân chia lợi ích trong chuỗi giá trị chưa đồng đều
Phân tích chuỗi giá trị gạo xuất khẩu tại An Giang cho thấy nông dân thường chỉ nhận được khoảng 30% lợi nhuận trong chuỗi giá trị, phần còn lại do các trung gian và DN xuất khẩu được hưởng. Với quy mô hộ nhỏ, manh mún, thời điểm thu mua khác nhau cộng với vận chuyển khó khăn, các DN xuất khẩu không thể thu mua trực tiếp từ các hộ. Chính vì vậy, lợi nhuận phải chia cho các thương lái trung gian. Cũng phải nhấn mạnh, vai trò của các thương lái trong ĐBSCL là rất quan trọng trong việc kết nối giữa nông dân và DN xuất khẩu. Tuy nhiên, mức lợi nhuận 30% là không hợp lý cho người trồng lúa khi họ phải bỏ ra 60-70% tổng chi phí sản xuất lúa. Chưa kể đến những rủi ro lớn khác từ thời tiết, thiên tai, dịch hại…
Xuất khẩu vẫn tập trung vào một số doanh nghiệp lớn
Hiện nay xuất khẩu gạo vẫn tập trung vào một số DN lớn, chủ yếu là của nhà nước hay DN cổ phần chuyển đổi từ các DN nhà nước. Riêng hai tổng công ty Vinafood I và Vinafood II đã chiếm tới gần 50% lượng xuất khẩu gạo của Việt Nam. Mặc dù từ đầu năm 2001, Việt Nam cho phép và khuyến khích các DN tư nhân tham gia xuất khẩu nhưng hiện nay tỷ trọng xuất khẩu gạo của các DN này vẫn còn hạn chế. Thời gian gần đây, với những điều kiện về nhà kho, công suất xay xát theo Nghị định 109/2010/NĐ-CP ngày 4/11/2010 (Nghị định 109), việc xuất khẩu sẽ càng tập trung vào các doanh nghiệp lớn.
Doanh nghiệp xuất khẩu chưa đầu tư nhiều cho người trồng lúa
Có hai xu hướng khá rõ rệt của các DN xuất khẩu gạo. Một là, các DN bước đầu gắn kết chặt chẽ với nông dân thông qua việc cung cấp đầu vào, hỗ trợ kỹ thuật, xây dựng vùng nguyên liệu và bao tiêu sản phẩm. Xu hướng này chưa phổ biến, mới chỉ 5-7% DN xuất khẩu thực hiện. Trong khi đó, các DN này lại đầu tư khá nhiều ra các lĩnh vực khác như thủy sản, chăn nuôi, vật tư đầu vào, thậm chí kinh doanh ô tô xe máy, kinh doanh bất động sản…. nhằm tăng lợi nhuận, giảm rủi ro nhưng không muốn tái đầu tư cho nông dân.
Thời gian gần đây có một số DN tham gia mô hình “Cánh đồng mẫu lớn” (CĐML), ký hợp đồng cung cấp đầu vào hay bao tiêu đầu ra. Đây thực sự là hướng đi tốt nhằm bảo đảm nguồn nguyên liệu ổn định, giảm khâu trung gian, tăng thu nhập cho hộ trồng lúa. Những chính sách hỗ trợ của nhà nước nên tập trung vào cho những mô hình này.
3. MỘT SỐ VẤN ĐỀ VỀ CHÍNH SÁCH SẢN XUẤT, XUẤT KHẨU GẠO VIỆT NAM
Thời gian qua, Nhà nước tập trung khá nhiều ưu tiên cho sản xuất lúa và hỗ trợ nông dân trồng lúa. Những chính sách đầu tư cơ sở hạ tầng, tự do hóa thương mại góp phần rất lớn cho tăng trưởng của ngành và giúp Việt Nam trở thành nước xuất khẩu gạo lớn trên thế giới. Năm 2012, Việt Nam đạt kỷ lục xuất khẩu 8 triệu tấn gạo và thu về 3,67 tỷ USD.
Tuy nhiên, chính sách lúa gạo vẫn tồn tại một số vấn đề cần xem xét, đặc biệt là những chính sách can thiệp đến xuất khẩu và điều tiết thị trường. Các chính sách này chưa tập trung tăng hiệu quả xuất khẩu của ngành mà mới chú trọng đảm bảo an ninh lương thực, ổn định thị trường. Mặt khác, nông dân chưa phải là đối tượng chính của một số chính sách. Một số hạn chế chính sách cụ thể như sau:
3.1. Chính sách sản xuất
Chính sách cố định đất lúa đang hạn chế sự đa dạng thu nhập của nông dân
Nghị quyết 63/NQ-CP ngày 23/12/2009 (Nghị quyết 63) quy định phải giữ 3,8 triệu ha đất lúa nhằm đảm bảo an ninh lương thực. Tuy nhiên, kết quả nghiên cứu của Ngân hàng thế giới (2011) cho thấy do hiện nay Việt Nam đang xuất khẩu từ 6 đến 7 triệu tấn gạo/năm với mức giá vào loại thấp trên thế giới nên xét về cân đối cung cầu lương thực thì kể cả khi đất lúa giảm xuống 3 triệu ha vẫn đảm bảo an ninh lương thực quốc gia.
Trong khi thu nhập từ trồng lúa thấp hơn nhiều so với một số cây rau màu khác chưa kể đến các hệ thống canh tác khác như cây ăn trái, nuôi trồng thủy sản. Ngoài ra, nếu tính đến các yếu tố khác như lượng nước sử dụng, mức độ lao động tập trung, mức phát thải các bon,... việc cố định đất lúa và điều kiện chuyển đổi khó khăn (xin ý kiến thủ tưởng chính phủ khi chuyển mục đích sử dụng đất chuyên trồng lúa nước sang mục đích phi nông nghiệp theo quy định tại Nghị định 42/2012/NĐ-CP ngày 11/5/2012) đang hạn chế khả năng đa dạng hóa sản xuất, nâng cao thu nhập của nông dân.
Người nông dân không được đảm bảo 30% lợi nhuận từ trồng lúa
Nghị quyết 63 về đảm bảo an ninh lương thực quốc gia hướng tới mục tiêu bảo đảm cho nông dân sản xuất lúa có lãi bình quân trên 30% so với giá thành sản xuất. Tuy nhiên, trên thực tế, mức lãi này khó có thể đảm bảo được vì :
• Giá thành sản xuất lúa không tính đến tất cả các nhân tố cấu thành như lao động của gia đình, phí thuê đất và lãi suất tiền vay, các chi phí vận chuyển chở lúa đến kho của DN xuất khẩu.... Cách tính chi phí này không được nhiều địa phương chấp nhận.
• Việc áp dụng cùng một mức giá thành sản xuất lúa cho một khu vực là không hợp lý vì các địa bàn khác nhau, các nhóm hộ khác nhau trong cùng một khu vực có rất nhiều điểm khác biệt khiến cho chi phí sản xuất cũng có sự khác biệt lớn.
• Giá thành phải được đưa ra ngay từ đầu mỗi vụ theo quy định nhưng trên thực tế, Bộ Tài chính thường chậm tính và phổ biến giá này.
Ví dụ vụ Đông Xuân 2010 với mức giá thu mua tại hộ là 4000VNĐ/kg tại ĐBSCL, nông dân dù trồng gạo đặc sản, gạo chất lượng cao hay gạo thông thường đều không thể thu được lợi nhuận ở mức 30%.

Một số chính sách khác còn bộc lộ những điểm chưa phù hợp
Cây lúa sử dụng rất nhiều nước, nhà nước đã ban hành Nghị định 115/2008/NĐ-CP ngày 14/11/2008 theo đó quy định về việc miễn giảm thủy lợi phí. Chính sách này đem lại lợi ích cho các vùng sử dụng các công trình đầu mối do các công ty thủy lợi vận hành nhưng ở ĐBSCL, nơi mà nông dân trực tiếp thực hiện việc tưới tiêu từ các hệ thống kênh mở nên không được hưởng nhiều lợi ích từ chính sách này vì tại đây chủ yếu tưới bằng máy động lực chi phí cao hơn nhiều so với các vùng khác tưới tiêu bằng điện. Việc đề xuất các chính sách xây dựng hệ thống điện và trạm bơm chưa được thực hiện làm cho giá thành lúa bị đẩy lên cao. Để khắc phục tình trạng này, vừa qua, tỉnh An Giang đã ban hành chính sách hỗ trợ nông dân vay vốn để đầu tư xây dựng các trạm bơm điện và hàng ngàn trạm bơm đã được đưa vào hoạt động góp phần giảm đáng kể giá thành sản xuất.
Trong điều kiện giá nhân công ở ĐBSCL tăng nhanh, các địa phương thường thiếu lao động vào mùa thu hoạch rộ nên nhiều địa phương chuyển sang cơ giới hóa khâu gặt đập. Đây là giải pháp quan trọng để giảm tổn thất sau thu hoạch. Chính phủ đã ban hành quyết định số 497/QĐ-TTg ngày 17/4/2009 về việc hỗ trợ lãi suất vốn vay mua máy móc thiết bị, vật tư phục vụ sản xuất nông nghiệp. Tuy nhiên, quy định vay vốn lại yêu cầu tỉ lệ nội địa hóa phải trên 40% khiến nông dân không muốn vay vì ít máy đạt điều kiện trên. Hiện nay, các địa phương đã tự giải quyết vấn đề này bằng cách ban hành các chính sách của mình để hỗ trợ trực tiếp nông dân một phần kinh phí mua máy.
3.2. Chính sách xuất khẩu
Giá lúa định hướng không đảm bảo lợi ích của nông dân
Nghị định số 109/2010/NĐ-CP về kinh doanh xuất khẩu gạo có quy định về giá lúa định hướng. Giá lúa định hướng do Bộ Tài chính ấn định dựa trên chi phí sản xuất do Bộ Tài chính chủ trì, phối hợp với Bộ Nông nghiệp và Phát triển nông thôn (MARD) ban hành quy định, hướng dẫn phương pháp điều tra, xác định chi phí sản xuất và tính giá thành sản xuất lúa hàng hóa để Ủy ban nhân dân tỉnh, thành phố trực thuộc Trung ương làm căn cứ xác định và công bố giá thành sản xuất lúa bình quân dự tính trong toàn tỉnh, thành phố ngay từ đầu vụ đối với từng vụ sản xuất trong năm. Khi giá lúa thấp hơn giá định hướng, MARD sẽ chịu trách nhiệm cùng phối hợp với Bộ Tài chính, Bộ Công thương, Ngân hàng Nhà nước và hiệp hội lương thực Việt Nam (VFA) đề xuất Thủ tướng đưa ra các giải pháp cụ thể để nâng giá thị trường không thấp hơn giá lúa định hướng đồng thời đảm bảo xuất khẩu gạo đạt hiệu quả cao.
Tuy nhiên, giá định hướng quy định cho DN mà DN thường không thu mua trực tiếp từ nông dân mà mua qua thương lái. Chỉ 30% lúa mà các DN xuất khẩu gạo ở An Giang thu mua trực tiếp từ người trồng lúa trong năm 2012 . Đó là lý do tại sao các DN xuất khẩu không quan tâm đến giá của thương lái mua từ nông dân.
Người nông dân không được lợi nhiều từ chính sách thu mua tạm trữ
Chủ trương thu mua tạm trữ là khá hợp lý. Chính sách này liên quan mật thiết với chính sách giá định hướng, nhằm tăng thu mua lúa cho dân, nhằm nâng giá khi thu hoạch rộ để bảo đảm mức lợi nhuận 30% hoặc hơn cho người trồng lúa như quy định trong Nghị quyết 63. Những chính sách này được ban hành vào lúc mức giá rất thấp. Sau khi ban hành chính sách và sau thời hạn tạm trữ, giá lúa có xu hướng tăng lên.
Tuy nhiên, việc thực hiện thu mua tạm trữ lại thông qua việc các DN xuất khẩu được vay không lãi suất trong thời hạn từ 3 đến 4 tháng. Vì vậy, các chính sách này lại không mang lại hiệu quả cho người trồng lúa do:
• Tuy nhà nước trợ cấp qua ngân hàng để cho DN vay ưu đãi nhưng khó có thể kiểm soát được thời điểm và khối lượng thu mua tạm trữ của DN xuất khẩu. Không có cơ chế giám sát và đánh giá kết quả của chính sách
• DN xuất khẩu chỉ mua gạo trong khi nông dân phải bán lúa, thường là bán tại ruộng nên không bán được trực tiếp cho DN mà phải bán qua trung gian thương lái. Vì thế, giá mua từ nông dân thường không bám sát mức tăng từ giá của DN.
• Thời gian thu hoạch lúa tương đối khác nhau theo mùa vụ giữa các địa phương trong khi thời gian áp dụng chính sách lại giữ cố định nên không hợp lý.
• Ngoài ra, DN thu mua phải có khả năng dự trữ trong khi nhiều DN xuất khẩu không có hệ thống kho tàng đủ tốt.
Do những hạn chế kể trên nên chính sách thu mua chủ yếu tạo nên tác động tâm lý và đem lại lợi ích cho các DN xuất khẩu gạo được hỗ trợ mà không mang lại nhiều lợi ích cho nông dân.
Để tăng sức chứa của hệ thống kho tàng, chính phủ đã ban hành Nghị định số 48/NQ-CP ngày 23/9/2009 về xây dựng kho dự trữ tại ĐBSCL. Theo kế hoạch, 4 triệu tấn kho dự trữ sẽ được hoàn thành vào cuối năm 2011 nhưng đến nay chỉ khoảng 40% kế hoạch được thực hiện.
Can thiệp vào xuất khẩu gạo: chưa hoàn thiện và ưu đãi cho các DN nhà nước
Để đảm bảo sự cạnh tranh lành mạnh giữa các DN xuất khẩu gạo, nhà nước ban hành các chính sách quản lý hoạt động xuất khẩu gạo như thưởng xuất khẩu, thuế, giá sàn xuất khẩu và những nội dung trên được tập trung vào Nghị định 109. Những chính sách trên này giúp nâng cao hiệu quả điều hành xuất khẩu gạo song đôi khi lại tỏ ra không hiệu quả hoặc thậm chí là chưa hoàn thiện.
Nghị định 109 có quy định về kho dự trữ, kinh nghiệm dành cho DN tham gia xuất khẩu gạo nhưng lại chưa quy định về vùng nguyên liệu, về tiêu chuẩn chất lượng gạo nên tuy thu hẹp về số lượng DN tham gia xuất khẩu nhưng lại không kết nối được với nông dân. Ngoài ra, chính những yêu cầu đối với DN xuất khẩu gạo khiến cho nhiều DN tham gia mô hình CĐML lại không đủ điều kiện tham gia xuất khẩu.
Điều hành xuất khẩu gạo chưa có dự báo thị trường tốt nên ký hợp đồng với giá cố định rất dễ bị thiệt hại trong tình hình giá gạo thế giới đầy biến động. Mặt khác, nhiều DN kinh doanh lúa gạo không có hệ thống phân phối nên giá cả trong nước khi biến động đã không xử lý được kịp thời.
VFA có vai trò quá lớn điều hành xuất khẩu gạo
Tổ điều hành xuất khẩu gạo được thành lập năm 2008 (tiền thân là ban chỉ đạo xuất khẩu gạo và nhập khẩu phân bón) là bên chịu trách nhiệm chính trong việc điều hành công tác xuất khẩu gạo nhưng VFA vẫn giữ vai trò chủ đạo theo quy định tại Nghị định số 109:
• VFA giám sát lượng gạo xuất khẩu vì VFA chịu trách nhiệm nhận hồ sơ đăng ký hợp đồng xuất khẩu của tất cả các DN là thành viên và không là thành viên;
• VFA là thành viên của Tổ công tác điều hành xuất khẩu gạo cùng với MARD, Bộ Tài chính, Bộ Kế hoạch Đầu tư và Cục Dự trữ Quốc gia. Trong đó, VFA chịu trách nhiệm quyết định giá sàn gạo xuất khẩu theo sự hướng dẫn và giám sát của Bộ Tài chính và Bộ Công thương. Rõ ràng là giá sàn gạo xuất khẩu là để kiểm soát các DN xuất khẩu không được bán phá giá song giá sàn lại do chính đại diện của các DN xuất khẩu ấn định nên việc xác định giá sàn hay vai trò thực sự của VFA rất gây tranh cãi.
• VFA phân bổ 80% tổng khối lượng các hợp đồng G2G cho các thành viên của VFA để thực hiện các mục tiêu xuất khẩu được giao phó, dựa trên những tiêu chí quy định trong điều 16.
Ban hành các chính sách xuất khẩu gạo: Chưa có sự tham gia của người trồng lúa
Rõ ràng, không có một tổ chức nào đại diện cho người trồng lúa để tham gia vào điều hành xuất khẩu gạo. Mặc dù hội nông dân là tổ chức đại diện cho người nông dân ở Việt Nam, hội nông dân lại không tham gia vào quá trình điều hành xuất khẩu gạo hay trong quá trình ban hành chính sách. Trong nghị định 109 về điều hành xuất khẩu gạo cũng không hề đề cập đến vai trò của hội nông dân.
4. ĐỀ XUẤT CHÍNH SÁCH
Xuất phát từ những thực tế như sau:
• Lúa gạo là sản phẩm mang tính chính trị nên nhiều quốc gia trồng lúa can thiệp, bảo hộ khiến giá lúa gạo không phản ánh trực tiếp quan hệ cung cầu, thậm chí quan hệ này bị bóp méo nhiều.
• Sản xuất lúa gạo là một lợi thế quan trọng của ngành nông nghiệp Việt Nam, đây cũng là nguồn sinh kế của nhiều hộ gia đình nông thôn, nguồn việc làm cho đa số người dân Việt Nam.
• Giá lúa gạo không cao song lại bất ổn nên nếu chỉ có nguồn thu từ sản xuất lúa sẽ khó ổn định thu nhập cho nông dân trong khi trồng lúa sử dụng nhiều đất, nước.
• Trong số các tác nhân của chuỗi giá trị lúa gạo, lợi ích mà người nông dân thu được là thấp hơn nhiều so với các tác nhân khác không trực tiếp tham gia vào quá trình sản xuất lúa gạo.
Chính sách đề xuất để phát triển ngành hàng lúa gạo trong tương lai nên được tập trung vào các vấn đề sau:
Phải tiến hành hợp tác quốc tế để đáp ứng nhu cầu về mặt chính trị của cây lúa, thay vì hợp đồng kinh tế phải là hợp đồng đầu tư với quốc gia chuyên nhập lúa gạo. Với chính sách này, một phần sẽ góp nâng cao vị thế của Việt Nam, mặt khác sẽ góp phần gắn chặt nhà nhập khẩu với vùng sản xuất, rút ngắn khâu trung gian nâng cao giá bán cho người sản xuất.
Những vùng chuyên canh sản xuất lúa hàng hóa phải được quy hoạch để sản xuất lớn, được đầu tư cẩn thận, lúa chất lượng cao, phù hợp thị hiếu. Đây chính là những mô hình CĐML mà đang được nhà nước quan tâm tuy nhiên các chính sách hỗ trợ đầu tư của nhà nước đối với những vùng chuyên canh này vẫn chưa rõ ràng. Chính vì thế các chính sách nên tập trung nâng cấp chuỗi giá trị lúa gạo vùng chuyên canh với sự tham gia của nông dân và các chính sách hỗ trợ các tác nhân trong chuỗi giá trị từ sản xuất đến kinh doanh, xuất khẩu gạo. Mô hình CĐML hiện nay cần được tháo gỡ khó khăn ở khâu liên kết nông dân lại với nhau. Nên chăng bổ sung điều kiện đối với DN xuất khẩu gạo quy định tại Nghị định 109 là cần thiết phải có sự liên kết với nông dân thể hiện bằng hợp đồng nông sản. Tổ chức HTX nên được tăng cường để thực hiện hiệu quả việc liên kết nông dân đặc biệt là những nông dân quy mô nhỏ. Ngoài ra, các chính sách hỗ trợ chỉ nên tập trung cho vùng chuyên canh chính thay vì toàn quốc trong phát triển cơ sở hạ tầng (hệ thống thủy lợi), hệ thống chế biến (sấy khô và kho dự trữ) và kinh doanh (vận tải). Các vùng khác nên được chủ động đa dạng hóa sản xuất theo tín hiệu thị trường. Giá tại vùng chuyên canh là giá tham chiếu, phục vụ điều hành kinh doanh gạo trên cả nước.
Nâng cao khả năng cạnh tranh của cây lúa thông qua việc nâng cao năng suất, năng lực canh tranh bằng đầu tư nghiên cứu, hỗ trợ khuyến nông, giống mới đặc biệt những giống chất lượng cao (gạo thơm), giống chống chịu biến đổi khí hậu. Dần dần từng bước hỗ trợ các DN xuất khẩu lớn xây dựng thương hiệu gạo của Việt Nam. Cần phải nhận thức rõ được rằng sản xuất lúa gạo về mặt kỹ thuật là sử dụng đầu vào lớn, phát thải cac bon cao nên sản xuất lúa gạo thật sự là đắt đỏ nếu tính đủ chi phí nên việc ngày càng nâng cao khả năng cạnh tranh, xây dựng thương hiệu, đảm bảo giá bán cạnh tranh nhưng không thấp so với các loại gạo khác cùng chủng loại là điều cần được đặc biệt lưu ý.
Về chính sách điều hành, Nhà nước phải thành lập Ban điều hành lúa gạo với sự tham gia của DN, nông dân, chịu trách nhiệm dự báo thị trường, xúc tiến thương mại, quy hoạch vùng trồng lúa. Cần nhấn mạnh vai trò thực sự, tiếng nói thực sự của ND trong quá trình điều hành kinh doanh xuất khẩu gạo để đảm bảo quyền lợi của ND. Các chính sách trước khi áp dụng cần được thí điểm bằng mô hình tại một hay một số địa phương, sau đó rút kinh nghiệm, chỉnh sửa trước khi nhân rộng. Các chính sách khi áp dụng cần được thường xuyên đánh giá bằng các cơ quan độc lập.
Đẩy mạnh hoạt động kinh doanh và xuất khẩu gạo cũng rất cần thiết đặc biệt là tăng tính minh bạch trong xuất khẩu gạo và nâng cao khả năng cạnh tranh cho sản phẩm gạo. Điều này có thể được thực hiện thông qua:
Thực hiện cơ chế đấu thầu trong việc phân bố các hợp đồng G2G giữa các DN xuất khẩu gạo;
Đẩy mạnh xây dựng các kho dự trữ gạo, đạt 4 triệu tấn kho với đầy đủ trang thiết bị để đảm bảo chất lượng gạo sau thu hoạch góp phần chấm dứt tình trạng trúng mùa rớt giá;
Mức giá sàn thu mua cần được đưa ra ngay từ đầu vụ, giá sàn cần tính đủ các chi phí thành phần. Phương pháp tính giá sàn cần có hệ số để phản ánh được sự biến động trong giá đầu vào cũng như sự khác biệt về địa hình, thời tiết giữa các địa bàn gây ra sự khác biệt về chi phí sản xuất. Trên cơ sở đó, giá thu mua nên được thống nhất giữa người nông dân và các DN ngay từ đầu mỗi vụ.

Who's to benefit from increased rice price?

1. INTRODUCTION
Being the key staple food and key agriculture export product of the country, rice is considered a very special commodity of the Vietnamese economy. Over the past 20 years, Vietnam’s paddy rice production has grown substantially and steadily thanks to production area expansion and intensive farming leading to increased yield.
As a strategically important product for the nation's food safety, rice production has always received a very special treatment. However, despite the impressive rice output and export of the recent past, Vietnamese rice growers' benefits remain unsubstantial (the World Bank, 2011). Most of farming households in Vietnam grow rice but rice is not yet their main income source although they have to put a lot of time and efforts into rice production.
Rice price in the world market has been fluctuating greatly, thus heavily impacting rice producers and traders in Vietnam. When rice price went down, farmers incurred serious losses. But even when the price shot up, farmers did not benefit much.
The Government of Vietnam has issued many policies to support the rice sector. Apart from policies that promote rice production and help to bring stable income to rice growers, there remain policies that fail to bring real benefits to farmers.
This policy brief aims to:
• analyze the income situation of rice farmers;
• assess who has really benefited from the recent increase of rice price;
• analyze the shortcomings of current policies; and
• propose some policy recommendations.
2. ISSUES RELATED TO RICE GROWER’S INCOME
Rice incomes remains low, especially among small-size households
Studies conducted by the World Bank (2011) and Oxfarm (2012) all showed that income of rice growers in Vietnam was very low. The average monthly income of rice growing households in the Mekong Delta (MKD), the region best endowed with rice production conditions, is merely VND 535,000/person. Therefore, small rice growers (under 2 hectare of rice land holding) can not earn livelihood from rice production only, but have to rely on other sources of income such as livestock production, aquaculture or non-farm activities for their living. Only the larger rice growers (with more than 2 ha of rice land holding) can earn a reasonably good livelihood from rice production and sales. This proves that rice production is an economy of scale. The efficiency increase with scale in rice production underlines the correct direction of the Government of Vietnam in promoting land consolidation and "Large Model Fields" production model.

Farmers do not benefit much from rice price increase.
Decreased rice price in the world market would drag down the selling price of Vietnamese farmers. In such a case, the already low profit of rice growers becomes even less. But when the price in the world market goes up, the benefit of rice growers remains marginal. This can easily be proved by comparing the farm-gate selling price and the export price in 2008: when the rice export price jumped from USD 430/ton in early 2008 to USD 900/ton in May 2008, farmer's selling price increased by less the USD 100/ton (Figure 2). Obviously, farmers did not benefit much from rice price increase. In addition, there were also cases of rice exporters experiencing losses when world market price increased sharply in a short period of time since the exporters were bound to sell rice at a lower price set in the contract signed before the price increase, while the buying price in the domestic market rose quickly together with the world price.

Unfair distribution of benefits in the value chain
The analysis if the rice value chain in An Giang province showed that farmers normally received only 30% of the profit in the value chain with the remaining of profit shared between intermediaries and exporters. Because of the small farm-size, scattered locations, different collection timing and transportation challenges, exporters can not buy directly from farmers. That's why the profit is shared with the intermediary collectors. It's worth emphasizing that the role of intermediaries in the MKD is very important in terms of linking farmers with rice exporters. However, farmers' 30% share of profit is definitely not reasonable when farmers have to bear 60-70% of the total production cost. And this does not include risks such as weather, natural disasters, pets and diseases, etc.
Rice export is concentrated in the hands of a few large companies.
At present, rice export is concentrated in a number of larger companies, mainly state-owned enterprises (SOE) or joins-stock companies that are privatized SOEs. The 2 large corporations Vinafood I and Vinafood II alone account for nearly 50% of the total rice export of Vietnam. Since 2001, Vietnam has allowed and also encouraged private companies to participate in rice export, but until now, the export share of private companies is still quite small. The recent requirements on warehouse, milling capacity set by Decree No. 109/2010/NĐ-CP dated November 4, 2010 (Decree N. 109) further facilitate the rice export concentration in large companies.
Rice exporters do not invest much in rice growers
There exist two distinct attitudes of rice exporters toward farmers. The first group of exporter companies have initially established a close linkage with farmers through input supply, technical assistant, material zones development and contract farming. But this attitude is not yet the majority, and only shared by about 5-7% of exporters. At the same time, the remaining exporter companies invest in a wide range of activities including aquaculture, livestock production, input trade, and even car trade and real estate, etc. aiming at higher profit and lower risk, but do not want to re-invest in farmers.
Just recently, some companies have joined the "Large Model Field" production model by having input supply or output buying contract arrangement with farmers. This can be considered as a really good direction going forward because it helps to ensure stable supply of paddy rice, reduce the number of intermediaries and increase farmers' income. The government should focus it policies to support these cooperation models.
3. ISSUES RELATED TO RICE PRODUCTION, EXPORT POLICIES IN VIETNAM
The Government of Vietnam has given a lot of supports to rice sector in general and rice growers in particular, Policies supporting infrastructure development and trade liberalization have really contributed to the sector's growth and the second largest rice exporter country' s position of Vietnam. Vietnam achieved a record of 8 million tons of rice export in 2012 bringing in USD 3.67 billion.
However, there remain issues in rice policies in general that are well worth of reviewing, especially those related to export intervention and market regulation. Those policies do not focus on export efficiency but rather on food security and market stabilization. On the other hand, farmers are not the direct beneficiaries of a number of policies. Some of the policy constraints are listed below:
3.1 Production policies
Policies to preserve rice land are limiting farmer income diversification opportunities.
Resolution No. 63/NQ-CP dated December 23, 2009 (Resolution 63) provides for a preservation of 3.8 million hectares of rice land for food security purpose. However, a study conducted by the World Bank in 2011 showed that Vietnam was exporting from 6 to 7 million tons of rice a year at one of the lowest price levels in the world. Therefore, from a purely demand-supply perspective, even if the rice land is to be reduced to only 3 million hectares, the national food security is still well ensured.
On the other hand, rice gives the lowest income compared with other crops, and this is not to mention other higher-income farming systems such as fruits or aquaculture production. In addition, given other factors such as water consumption, labor use, carbon emission, etc., the designated rice land policy and difficulties in land-use transformation (Decree No. 42/2012/NĐ-CP dated May 11, 2012 requires the Prime Minister's approval for any change of land-use purpose from designated rice land to non-farm usage) are in fact limiting farmer's opportunities to diversify production and increase income.
Farmer's 30% profit is not guaranteed
Resolution 63 on national food security sets out the direction for ensuring an average 30% of cost-of-production profit for rice growers. However, this profit level is hard to attain in reality because:
• Cost of production generally does not include inputs such as family labor, land-lease cost, loan interest, cost of transporting rice from farms to exporters' warehouse, etc. This cost calculation approach is not acceptable to many provinces.
• Applying the same cost-of -production formula to all areas and farming households in one large region is not reasonable because different geographical locations and household conditions may dictate large differences in terms of costs.
• According the current regulations, the cost of production shall be set out at the beginning of the crop season, but the Ministry of Finance is often late in this cost calculation and dissemination.
For example, in 2010 Winter-Spring crop season, the farm-gate buying price was VND 4,000/kg in MKD, and all rice farmers including those growing high-quality or specialty rice could not achieve the 30% profit margin.

A number of other policies is not totally appropriate
Rice production requires a lot of water. The GoV has issued Decree No. 115/2008/NĐ-CP dated November 14, 2008 providing for irrigation fee reduction and exemption. This policy has brought about benefits to rice production areas using centralized irrigation infrastructure operated by irrigation companies. However, in the Mekong Delta, farmers are taking care of their own paddy fields irrigation by using open canals. The cost of irrigation by using dynamic machines is much higher than the cost of using electricity, therefore, the policy is in fact, not very beneficial to MKD farmers. Policy recommendations for the development of power system and pumping stations have not become reality and this adds on the rice production costs. To address this issue, An Giang province recently issued a new policy to support farmers with loans to invest in electric pumping stations and thousands of small pumping stations have been put into operation, hence contributing to significantly reducing the cost of production.
Labor cost in the Mekong Delta is rising fast and many areas are experiencing labor shortage at harvesting season peaks, therefore, mechanization in harvesting is becoming the solution of choice. This solution is also very important because it helps to reduce post-harvest loss. Decree No. 497/QĐ-TTg dated April 17, 2009 of the Government provided for interest subsidies for loans serving investments in agricultural machineries and equipment. However, there is a condition in the above decree that requires a minimum 40% of localization in machines bought with government-subsidized loans and this condition prevents many farmers from borrowing because they do not want to by sub-quality machineries. Right now, many provinces are taking initiative in providing local policies to support farmers with machinery investment costs.
3.2 Export Policy
Indicative rice price fails to ensure the farmers' interests
Decree No 109/2010/ND-CP on rice exports contains provisions on indicative rice price. The indicative rice price is specified by the Ministry of Finance based on the cost of production calculated by the Ministry of Finance and the Ministry of Agriculture and Rural Development (MARD) to serve as the basis for the People's Committees of provinces to identify the projected average rice price in their provinces right from the beginning of each crop season in a year. When the market price is lower than the indicative one, MARD would work with the Ministry of Finance, the Ministry of Industry and Trade, the State Bank of Vietnam and the Vietnam Food Association to make proposals to the Prime Minister on specific measures to raise the market price to be at least equal to the indicative rice price and at the same time ensure effective export of rice.
However, the indicative price is only compulsory to companies, while companies normally do not directly buy rice from the farmers but they buy via collectors. Only 30% of the volume of rice bought by rice exporters in An Giang in 2012 came directly from rice growers . That's the reason why the rice exporting companies do not care about the prices collectors pay to farmers.
Farmers do not benefit much from the policy on stockpiling
The policy on stockpiling is quite appropriate. This policy is closely linked with the policy on indicative price to increase purchase thus enhance the price during peak harvest to ensure the 30% or more profit margin for growers as per Resolution 63. This policy was issued when the rice price was very low. After the policy issuance and implementation, rice price tended to rise.
However, this stockpiling is carried out by exporters who enjoy zero-interest loans for 3-4 months thanks to this policy. And it does not benefit growers because:
• Even though the government provides the subsidies through banks, it is difficult to control the stockpiling time and volumes purchased by rice exporters. There is no mechanism for policy results monitoring and evaluation.
• Rice exporters only buy milled rice while farmers sell paddy rice, and most of the time right from the paddy fields. Therefore, farmers have to sell through collectors. As such, the buying price set for farmers (by collectors) does not always follow the increased price of exporters.
• Harvesting time differs quite significantly between crop seasons and between growing areas, but the applicable time frame set by the government is fixed, and therefore is not appropriate.
• Rice buyers are also required to have good storage capacity, but many exporters don't gave good warehouses.
Due to these constraints, the stockpiling policy in general only created psychological effects and brought benefits to targeted rice exporters, but marginally helped farmers.
Decree No. 48/NQ-CP on warehouse construction in the MKD was issued by the government on September 23, 2009 to address the storage capacity issue. According to this plan, 4 million ton warehouse capacity should be achieved by the end of 2011, the until now, only about 40% of the planned capacity has materialized.
Rice export intervention: not yet comprehensive and giving more preference to SOEs
A number of rice export policy regulating export incentives, taxes, export floor prices and other provision of Decree No. 109 was issued by the government to ensure healthy competition between rice exporters. Those policies intended to enhance rice export regulation performance but turned out to be ineffective from time to time, and even not completed.
Decree No. 109, for example, provides for rice warehouses and experience requirements applicable to rice exporters, but does not provides for material zones, rice export quality, and thus has succeeded in reducing the number rice exporting companies but failed to improve farmer's linkage. In addition, the requirements applicable to rice exporters have also prevented many companies participating in the Large Model Field business arrangement from exporting rice.
Rice export regulation without good market forecasting may lead to fixed-price contract conclusion that can easily entail losses in the current fluctuated market conditions. Many rice trading companies do not have their own distribution systems and therefore can not react on time when domestic price changes sharply.
VFA has too much a regulation role in rice export
Rice export regulation task team was established in 2008 (derived from the original steering committee for rice export and fertilizer import) as the leading actor in charge of rice export but VFA still holds a prominent role in the field because of the Decree No. 109:
• VFA monitors the rice export volume because it receives export applications from all its members companies and non-members as well;
• VFA is a member of the Rice export regulation task team together with MARD, MOF, MPI and General Department of State Reserve. As a member, VFA is responsible for deciding the rice export floor price following MOF, MOIT guidance and under their supervision. The floor price regulation is inevitably aims to control price-dumping by export companies, but the price itself is set by the representative of exporters. This situation leads to a lot of arguments around the floor price as well as the real role of VFA in all this story.
• VFA allocates 80% of G2G contracts to VFA members to ensure the achievement of export targets based on criteria set out in Article 16.
Rice Export policy issuance: Rice growers are not participating
Obviously, there is no representative of growers in the rice export regulation activities. Although Vietnam Farmer's Union (VNFU) is the representative of Vietnamese farmers, the Union does not participate in rice export regulation activities or the policy making process . The Decree No. 109 on rice export regulation does not contain any provision on VNFU's role.
4. POLICY RECOMMENDATIONS
Given the facts that:
• rice is a special product with political meaning, many rice growing countries strongly intervene and protect the sector; therefore, the rice price does not directly reflect the supply-demand relationship, and it is even distorted in many cases;
• rice production is a clear advantage of the agricultural sector in Vietnam, the main livelihood of many rural households and the main job provider for the majority of Vietnamese population;
• rice price is not high and yet very unstable; therefore, relying on rice only can not provide stable income for farmers while rice production uses a lot of water and land resources;
• among the actors in the rice value chain, farmers receive much less benefits compared with others who are not directly involved in the production process.
Policy recommendations in the future should focus on the following areas.
International cooperation in the form of investment agreement with rice importing countries instead of sales contracts must be promoted to address the political rice demand of the importing countries. This policy, on the one hand, will help to raise the position of Vietnam on the international arena and better link importers with production zones, on the other hand, thus reducing middle layers in the value chain and increasing the farmer's rice selling price.
Specialized commercial rice production areas shall be planned appropriately to accommodate large-scale production through carefully chosen investment in facilities, high-quality rice varieties that meet consumer's preference. This is the Large Model Field production model that has received a lot of attention from the government but the investment supporting policies for specialized productions zones have not yet been well designed. Therefore, policies are recommended to focus on enhancing the rice value chain in specialized production areas with the participation of farmers; and on supporting all actors in the value chain starting from production, through trade and to export. The current Large Model Field production model shall aim to address the challenge of grower’s linkage. An additional condition applicable to rice exporters should be considered for Decree No. 109 to make sure that farmer's linkage in the form of contract farming really exists. Cooperatives should be enhanced to help farmer's linkage, especially when it comes to small-scale growers. In addition, policies supporting infrastructure development (irrigation system), processing systems (drying facilities and warehouses) establishment and trade (transport) should only focus on the main specialized production areas instead of the whole country. Other areas should be allowed to take initiative in production diversification following market signals. Price in the specialized production areas should be used as indicative price to serve the rice trading regulation purposes in the whole country.
Rice competitiveness shall be enhanced through improved yield, improved R&D capacity, better extension services, new rice varieties, especially high-quality (fragrant) and climate change resistant varieties. Large exporter companies shall be assisted in step-by-step brand building for Vietnamese rice. It is necessary to understand that from technical point of view rice production is highly input-intensive and is leading to high carbon emission, thus is very expensive when all costs are included. Therefore, competitiveness improvement, brand development to ensure competitive yet not low price compared with similar products shall be well considered and addressed.
As far as regulation policies are concerned, the government should establish a rice steering committee with the participation of rice trading companies and rice farmers to be in charge of market forecasting, trade promotion and production planning. The real role and voice of rice farmers should be seen and heard clearly throughout the trade regulation process to ensure that farmer's interest is well protected. Prior to widespread implementation, new policies shall be piloted in one or a few areas, after that lessons should be drawn and policies should be adjusted for comprehensive execution. Policies under implementation shall be subject to regular assessment by independent evaluators.
Rice trade and export promotion is very much needed, especially through increasing transparency in the export process and improving rice competitiveness. This can be achieved by:
implementing bidding mechanism for G2G contract allocation among rice exporters;
speeding up the construction of rice warehouses to achieve the planned 4 million ton capacity while ensuring that good facilities and equipment are provided to help maintain rice quality after harvesting and reduce the good-season-bad-price situation in the country;
providing buying floor price that includes all the component costs at the beginning of the season; including a ratio to reflect the input price changes as well as the differences in geographical locations, weather conditions leading to different costs of production in the floor price calculation formula; the buying price, as such, shall be agreed upon between farmers and companies at the beginning of the season.
