Год, месяц и число выдачи нового номерного знака, причины изменения номерного знака........ :

30.08.86 г. куплен в *ком. маг.* 8 г. Бобруйск, гос. ном. выданы ГАИ МРЭО г. Бобруйска.

In the handwriting it looks more like "мог.", but I'm assuming it's "маг." ("магазине").

Thanks to everyone, and especially to Alexey for giving me the Russian term. I've now found "commission shop" (with a certain amount of explanation) in a UK dictionary.

definitely no commercial shops until after the break up of the Soviet Union. agree on that.
Wikipedia says the term "consignment" is not used in the UK for consignment shops (which would be a shop for UK too, right?)
So that would be some sort of second-hand shop, in general. Ultimately, it's up to Dylan to figure out what equivalent shops are called in the UK that sell [used] motorcycles

Clarification: "куплен" refers to "мотоцикл".

это однозначно не коммерческий магазин, т.к. в Сов. Союзе коммерческих магазинов не было.

я тоже уверен, что слово "куплен" не относится к номерному знаку, т.к. в Сов. Союзе (да и не только в нем) директора такого магазина посадили бы в первый же день работы магазина за подобные "продажи". Считаю, что слово "куплен" относится к автомобилю или другому ТС. И считаю, что ком. маг. - это consignment store. По крайней мере, словари дают такой перевод.

I'm pretty sure "куплен" doesn't refer to the license plate!
if the record is about a car part, then it's either a pawn shop (комиссионный) or commercial store (коммерческий магазин), but the latter is kind of strange, since all stores/shops are pretty much commercial :)

second-hand shop / second-hand store

ком. маг. = комиссионный магазин

a shop or store that sells goods that are being purchased by or otherwise transferred to a second or later end user (at reduced prices). A used good can also simply mean it is no longer in the same condition as it was when it was first transferd to the current end user…

Thank you. Yes, it is a second-hand shop, and I would use this translation in less formal contexts. In this case, because it's an official document, I'm using 'official' terms. I'm paying attention to the Soviet realia and the fact that it's a Soviet (state-run) institution.
