I would use seema pargaman (सीमा पारगमन) in place of just seema paar as this would mean across the border in Hindi, whereas what is meant here is the action of crossing the border.

according to asker it is aterm under custom heading. so there is no doubt that this border is only the border of a country which is 'sarhad' or 'seemaant' in hindi.
