Better to pick the devil you know than the devil you don't

"Better the devil you know than the devil you don't" gives you choice of two: if it cannot be the best - it's o'key to be second, to pick less rotten apple having choice of two, of the two evils choose the least.

neutral Alexandra Goldburt : That would apply if it's an election when one of candidates is an incumbent (i.e., year 2004, Bush vs. Kerry). But in other cases (such as 2008, Obama vs. McCain), both devils are equally unknown.

I always thought that Cain, if you remember him speechifying, followed Bush on a major highway, he had no hidden motives and was a very good devil, predictable.
