When Ecuadorean President, Rafael Correa, announced on August 15th that he was abandoning an innovative program to spare three blocs of Yasuni National Park from oil drilling, it seemed like the world had tossed away its most biodiverse ecosystem. However, environmental groups and activists quickly responded that there may be another way to keep oil companies out of Yasuni's Ishpingo-Tambococha-Tiputini (ITT) blocs: a national referendum.
When officially proposed in 2007, the Yasuni-ITT program was a world first: Ecuador stated it would not drill for oil in three remote blocs of Yasuni if the world community paid them $3.6 billion (or about half the expected revenue from oil production in the blocs). The idea was to combat climate change by keeping oil in the ground and stemming deforestation, preserve countless species (many not-yet-discovered), and safeguard indigenous people, including tribes that have chosen voluntary isolation from the outside world. But despite being backed by the UN—including a trust fund set up by the United Nations Development Program to manage the money for select projects—the Yasuni-ITT program failed to attract rapid investment from the around the world. Around $330 million was pledged, but according to Ecuador only $13 million was deposited in the trust fund. The lack of investment—hampered in part by rich nation's ambivalence, distrust of Ecuador's commitments, and those who stated Ecuador was essentially holding its park for ransom—led Correa to drop the initiative entirely.
"The world has failed us," Correa said. "I have signed the executive decree for the liquidation of the Yasuni-ITT trust fund, and with this, ended the initiative."

Brazilian President Dilma Rousseff has demanded a greater role for emerging nations in addressing the global economic crisis.
"This crisis is too serious to be managed by a small group of countries," Ms Rousseff said in an address to the UN General Assembly in New York.
She reiterated Brazil's desire to become a permanent member of the UN Security Council.
It is the first time a woman has opened the debate at the UN General Assembly.
To loud applause, Ms Rousseff said she was convinced that the 21st century would be the "century of women".
She also repeated Brazil's support for full UN recognition of a Palestinian state, saying "only a free Palestine can address Israel's security concerns".
'Upheaval'
But the main focus of her speech was on the need for concerted action to tackle the economic crisis, and for reform of international institutions to reflect the shifting balance of global power.
The world was facing an economic crisis which could turn into "serious political and social upheaval" if it was not met with "collective, rapid and genuine solutions," Ms Rousseff said.
She blamed "a lack of political resources and clarity of ideas" and said the challenge was to "replace outdated theories from an old world with new approaches from a new world".
Brazil was "willing and ready to help, while there is still time, those countries where the crisis is already acute," Ms Rousseff added.
Along with Russia, India, China and South Africa is a member of the Brics group of emerging economies, which on Thursday are due to consider a proposal to buy European bonds to help ease the debt crisis in the Eurozone.

‘Caos’
O foco principal de seu discurso foi a necessidade de um conjunto de ações para lidar com a crise econômica e com a reforma de instituições internacionais, de forma a refletir o equilíbrio da mudança do poder global.
O mundo estava enfrentando uma crise econômica que poderia se transformar em um “sério caos político e social” se não buscasse “soluções coletivas, rápidas e genuínas,” declarou a presidente.
Ela culpou “a falta de recursos políticos e de clareza de ideais” e enunciou que o desafio foi “substituir teorias ultrapassadas de um mundo antigo com novas abordagens de um mundo moderno".
O Brasil estava “disposto e pronto para ajudar, enquanto ainda houvesse tempo, àqueles países onde a crise já estava aguçada,” acrescentou Dilma Rousseff.
Junto com a Rússia, Índia, China e África do Sul, o Brasil é membro do grupo de economias emergentes BRICS, que nesta quinta-feira deve ponderar uma proposta para comprar títulos europeus para facilitar as dívidas da crise na zona do Euro.
