This is in an Italian context: "Va pure rilevato, sia pure ad abundantiam, che la Corte di Giustizio, in tema di libera prestazione di servizi nell'ambito dell'Unione Europea..."

Should this be "It should however be abundantly emphasised that the Court of Justice, on the matter of the free provision of services in the context of the European Union... ", or could it be used to mean something like "It cannot be stated frequently enough..."?

I know that latinisms can be left untranslated, but I think that the user of this translation will find an English equivalent much more useful.

That's the meaning of "ad abundantiam" in Italian law language, when adding to something which has already been fully proved or stated or decided.
Literally it means "beyond necessity", "exceedingly".

abundantly/in abundance...

However, if you prefer it translated then I think the "it cannot be stated frequently enough" captures the essence better and also is more easily understood by everyone.
