In this context, it is meant to be a washer for adjustment. Therefore it should be "Zwischenscheibe". You add or subtract them to achieve a certain height or distance. It is the same as "Unterlegscheibe", just very often manufactured to a tighter thickness tolerance, to achieve the desired result. The tolerance on shim washers depend on the application.
