Kluwer Bouwkunde renders 'verkaveling' as 'parcelling-out' or 'site subdivision'. Putting two and two together, I think 'direction of parcelling-out' or 'direction of site subdivision' would be a reasonable translation here.

direction of land division

it's the direction in which the land is divided. Typically Dutch this is made into one word. The Dutch link explains what it is.
