French to Arabic: Environnement et le développement durable au Maroc
Source text - French La détermination du Maroc en matière d’environnement et de développement durable comme priorité nationale s’est traduite par la mise en œuvre d’une stratégie de mise à niveau environnementale basée particulièrement sur l’intégration de l’environnement dans les plans et programmes de développement. Dans ce cadre, il a été procédé à la mise en place d’un cadre législatif et réglementaire conciliant les impératifs de préservation de l’environnement et ceux du développement socio-économique.
Cette détermination a été confortée par le Message de Sa Majesté le Roi Mohammed VI adressé aux participants de la 3ème Conférence des Ministres de l’Environnement des Etats membres de l’Organisation de la Conférence Islamique « le 29 octobre 2008 » et qui a mis l’accent sur le concept de l’environnement de proximité. Depuis 2009, les orientations Royales ont donné une nouvelle impulsion à la dynamique de préservation de l’environnement pour l’élaboration et l’opérationnalisation de la Charte Nationale de l’Environnement et de Développement Durable.
Des Conventions-Cadres ont également été signées devant Sa Majesté le Roi le 14 avril 2009, entre le Gouvernement et toutes les Régions du Royaume, pour la réalisation de projets intégrés dans les domaines de l’eau et de l’environnement. Ce concept d’environnement de proximité a été conforté par la mise en place des Observatoires Régionaux de l’Environnement et de Développement Durable (OREDD), comme un outil de veille environnementale au service de la Région. Ces observatoires ont pour missions principales, le suivi permanent de l’état de l’environnement régional et local, la gestion de l’information environnementale et le développement d’outils d’aide à la prise de décisions au niveau régional et local.
C’est dans cette optique que s’inscrit l’étude de l’évaluation intégrée de l’Environnement de la région Chaouia Ouardigha correspondant au premier Rapport sur « l’Etat de l’Environnent de la Région ». Il est le résultat d’une collaboration efficace et fructueuse de tous les acteurs régionaux et locaux concernés et décrit la situation de l’environnement de la Région selon une méthodologie reconnue à l’échelle internationale, qui permet d’analyser les relations de causalité entre les activités socio-économiques, les pressions qu’elles génèrent sur l’environnement, l’état actuel de l’environnement et son évolution, les différents impacts, sur l’économie et l’environnement et enfin les mesures prises par les pouvoirs publics.
Ce rapport a pour objectif d’établir un état documenté de l’environnement de la Région, avec ses atouts et ses problématiques majeurs. Il sera la base de proposition d’un plan d’action intégré permettant de mieux renforcer la prise en compte de la dimension environnementale dans la planification territoriale sectorielle et d’inscrire ainsi la Région sur la voie du développement durable. Il est destiné aux différents acteurs de la région, qu’ils soient publics, privés ou associatifs dans l’objectif d’informer et d’appeler à l’action concertée et convergente de tous, pour une meilleure préservation des ressources et milieux naturels qui présentent un véritable patrimoine à sauvegarder pour les générations actuelles et à venir.
Ainsi, ce rapport s’inscrit pleinement dans l’article 31 de la nouvelle Constitution Marocaine, adoptée en 2011, et qui stipule que : « L’État, les établissements publics et les collectivités territoriales doivent œuvrer à la mobilisation de tous les moyens en leur possession pour faciliter l’accès des citoyens aux conditions leur permettant de jouir de leurs droits, notamment le droit d’accès à l’eau, à un environnement sain et au développement durable ».

أدى إصرار المغرب على قناعته بكون أن البيئة والتنمية المستدامة يشكلان أولوية وطنية إلى اعتماد استراتيجية لنهوض بالبيئة٬ والتي ترتكز بالخصوص على دمج البيئة في خطط وبرامج التنمية. و في هذا السياق، تم إنشاء إطار تشريعي وتنظيمي بغية التوفيق بين الحاجة إلى الحفاظ على البيئة دون المساس بالتنمية الاجتماعية والاقتصادية.
و لقد زكى هذا الاصرار خطاب صاحب الجلالة الملك محمد السادس نصره الله و أيده الذي وجهه إلى المشاركين في المؤتمر الثالث لوزراء البيئة للدول الأعضاء في منظمة المؤتمر الإسلامي و ذلك بتاريخ" 29 أكتوبر 2008، و الذي ركز فيه جلالته على مفهوم البيئة المحلية. فمنذ سنة 2009، أعطت التوجهات الملكية دفعة جديدة لعملية الحفاظ على البيئة من أجل تطوير وتفعيل الميثاق الوطني للبيئة والتنمية المستدامة.
و في نفس السياق تم توقيع اتفاقيات إطار أمام جلالة الملك بتاريخ 14 أبريل 2009، بين الحكومة وكافة جهات المملكة، الرامية إلى تحقيق التكامل في المشاريع التي تهم مجال الماء والبيئة. و تكرس مفهوم البيئة المحلية من خلال إنشاء مراصد جهوية للبيئة والتنمية المستدامة كأداة للرصد البيئي معدة لخدمة المنطقة. و تتجلى المهام الرئيسية لهذه المراصد في التتبع المستمر لحالة البيئة الجهوية والمحلية، وإدارة المعلومات البيئية وتطوير أدوات مساعدة على صنع القرار جهويا و محليا.
و على ضوء ما سبق، فإن الدراسة التقييمية البيئية لجهة الشاوية ورديغة المتعلقة بالتقرير الأول بشأن "الحالة البيئة للجهة" هي باكورة التعاون الفعال والمثمر لجميع الجهات الفاعلة الإقليمية والمحلية ذات الصلة. و تصف الدراسة الوضع البيئي في الجهة استنادا إلى منهجية معترف بها دوليا لتحليل العلاقة السببية بين الأنشطة الاجتماعية والاقتصادية، والضغوط التي تفرضها هاته الأخيرة على البيئة، كما انها تحدد الحالة الراهنة للبيئة وتطورها، والتأثيرات مختلفة، كما أنها تبرز العلاقة بين الوضعية الاقتصادية والبيئة، بالإضافة إلى أنها تحدد التدابير التي اتخذتها الحكومة بهذا الصدد.
ويهدف هذا التقرير إلى التوثيق الكتابي للوضعية البيئة لجهة الشاوية ورديغة، مع إبراز نقاط قوتها و المشاكل الكبرى التي تواجهها. و سيشكل التقرير الذي بين أيدينا، اللبنة الأولى لاقتراح خطة عمل متكاملة لشحذ الاهتمام بالمجال البيئي و دمجه في التخطيط القطاعي والإقليمي، و بالتالي سيتسنى لنا وضع جهة الشاوية ورديغة على عجلة التنمية المستدامة. إن هذا التقرير موجه لمختلف الفاعلين في الجهة، سواء كانوا ينتمون إلى القطاع العمومي أو الخاص أو حتى والمجتمع المدني فالغرض منه هو التعبئة الشاملة والدعوة إلى اتخاذ إجراءات يتم الاجماع عليها من قبل الجميع، كل هذا من اجل أفضل ترشيد للموارد الطبيعية و البيئية بوصفها إرثا حقيقيا تجب حمايته حتى تدركه أجيال الحاضر والمستقبل.
و بناءا على ما سبق، فإن الأسس التي ينبني عليها هذا التقرير تتفق تماما مع المادة 31 من الدستور المغربي الجديد، الذي صدر في سنة 2011، و الذي ينص على ما يلي: "تعمل الدولة و المؤسسات العمومية و الجماعات الترابية، على تعبئة كل الوسائل المتاحة، لتيسير استفادة المواطنين و المواطنات، على قدم المساواة، من شروط السماح لهم و لهن بالتمتع بحقوقهم كالحق في الحصول على الماء والبيئة السليمة والتنمية المستدامة على الخصوص" .

This document represents a summary of our final studies project, which has been realized in The National Center of Energy, Sciences and Nuclear Techniques. This project aims at developing and implementing a system of information management for the laboratory of Neutron Activation Analysis’ technique.
In practical terms, this project tends to revamp the management, treatment and the analysis of data. In parallel with this revamping, there will be an implementation of information flux management for all the services included therein.
In the first place, we started with the definition of the subject and the identification of our project’s scope. After a deep analysis of the problems and the requirements, we were required to set a benchmark of market solutions, which can meet the needs ad hoc, then we able to divide this project into modules. In each module, we went through this process: development of a conceptual module, application and finally testing and validation.
To take forward our project, we chose to follow a development cycle in Y (2TUP), an approach that has worked successfully in the field of computer science, and we modeled the system in language UML.
With regard to the development of the application that respects J2EE architecture, we used free frameworks: JSF for the presentation layers, Hibernate for the OM (Object Mapping), and Spring MVC that facilitates and organizes more the development. Furthermore, we used the database MySQL. Also, we used ProcessMaker tool as a workflow engine for the management of information flux.
Through this document, we shall describe in details each part of the implementation of our project.
Translation - Arabic تمثل هذه الوثيقة ملخصا لمشروع نهاية الدراسة الذي تم إنجازه بالمركز الوطني للطاقة والعلوم و التقنيات النووية. ويهدف هذا المشروع إلى تطوير و تطبيق نظام لتدبير المعلومات لصالح مختبر تقنية تحليل تنشيط النيوترونات.
ومن الناحية العملية، يهدف هذا المشروع إلى إعادة صياغة إدارة ومعالجة و تحليل البيانات. وبالتوازي مع العمل، سنقوم بتطبيق تدبير تدفق المعلومات لخدمة جميع الحاجيات في هذا الجانب.
وأثناء مراحل هذا المشروع، قمنا أولا بتعريف الموضوع و تحديد نطاق مشروع دراستنا. وبعد القيام بتحليل عميق للمشاكل و الاحتياجات الواردة في هذا الجانب، وجدنا أنفسنا ملزمين بوضع معيار للحلول التي يقدمها السوق و التي يمكن أن تساعد على تلبية جميع الاحتياجات، وعليه فقد تمكنا من تقسيم هذا المشروع إلى وحدات. بحيث أن كل وحدة تتم في إطار العملية التالية: تطوير الوحدة المفاهيمية، تطبيقها و أخيرا اختبارها و التحقق العملي من صحتها.
وللدفع بمشروعنا إلى الأمام، اخترنا تتبع دورة حياة تطوير البرمجيات (Y)، وهو نهج قد بين عن نجاعته مجال المعلوميات، وعليه قمنا باستخدام لغة UML في نظامنا.
وبخصوص تطوير تطبيق هندسة J2EE، قمنا باستخدام النظم الحرة: فقد خصصنا JSF بالنسبة لطبقات العرض، والهايبرنت بالنسبة للخرائطية، و Spring MVC التي تسهل تطوير وتنظيم التطوير بشكل أكثر. وعلاوة على ذلك ، قمنا باستخدم قاعدة بيانات MySQL وأداة ProcessMaker كمحرك سير العمل لإدارة تدفق المعلومات .
ومن خلال هذه الوثيقة سنقوم بعرض بشكل مفصل كل وحدة من مشروعنا الدراسي.
Arabic to English: The Civic Alliance of Serbia General field: Social Sciences Detailed field: Government / Politics
Source text - Arabic كان حزب التحالف المدني الصربي الشريك الأقل تمثيلا في الحكومة الائتلافية التي حكمت صربيا بين 2000 و 2004. وتقلد الحزب آنذاك حقيبة التعليم في الحكومة٬ كما شغلت النائبة عن نفس الحزب السيدة ناتاسا ميتشيتش منصب رئيسة مجلس النواب لتصبح بعدها رئيسة صربيا.
وفي سنة 2003 ٬ قدم حزب التحالف المدني الصربي مقترحا بشأن إصلاح نظام الخدمة العسكرية في صربا وذلك بطرح اختيار بديل عن هذه الخدمة ويتمثل في "الخدمة المدنية". بحيث٬ يكون في إمكان الشباب الاختيار بين الخدمة العسكرية والخدمة المدنية مثل العمل في المستشفيات. ولقى هذا الاقتراح ترحيبا واسعا داخل الحكومة ضامنا إلى أبعد حد مصادقة البرلمان على هذا المشروع.
وقرر حزب التحالف تحسيس الرأي العام بخصوص هذه القضية قبل التصويت على مشروع القانون الخاص بها في البرلمان وذلك بتنظيم حملة أطلق عليها إسم: "المساهمة من أجل وطني بقدر ما أستطيع".
وطلب الحزب من أعضائه الشباب القيام بتنسيق هذه الحملة وهذا راجع إلى تاريخه النضالي ضد الحروب والتزامه الشديد بتحديث الدولة. وعلى إثر ذلك قام شباب الحزب بتنظيم وإنجاز هذه الحملة٬ والتي ضمت سلسلة من النشاطات بالأماكن العمومية في أكبر مدن صربيا وذلك لشد الانتباه لهذه القضية وكذا تشجيع المواطنين لإبداء أرائهم من خلال التصويت على إحدى الخدمتين: الخدمة العسكرية أو الخدمة المدنية.
Translation - English The Civic Alliance of Serbia (CAS) was the smallest partner in a coalition cabinet that governed Serbia from 2000 to 2004. The party held the education portfolio in the government, and parliamentary speaker Natasa Micic, who later became president of Serbia, was also from the Civic Alliance.
In 2003, CAS launched a proposal for reforming the military service in Serbia to offer an alternative, “civic service” option. This allowed young recruits to either serve in the military or in civic institutions like a hospital. The government largely accepted the proposal and held a comfortable majority that would likely allow parliament to pass the bill.
The Civic Alliance decided to raise public awareness of the issue before the parliament voted on the law by conducting a campaign called, To Contribute to My Country in the Best Way I Can.
The party asked its youth wing to coordinate this campaign due to its history of anti-war activism and commitment to modernizing the state. The youth enthusiastically organized and carried out the campaign, which consisted of a series of public events in Serbia’s largest cities to draw attention to the issue and encourage citizens to share their opinions by casting a vote for either the traditional military service or the civil service.

Source text - English The tourism sector is the second largest contributor to the Moroccan economy, providing a direct contribution to GDP of 8.3% in 2012, according to the World Travel & Tourism Council (WTTC).
In 2001 the Plan Azur 2010 tourism strategy was launched, focussing on expanding capacity, capturing higher market share, and repositioning and diversifying the tourism product into new segments, in particular the beach and family markets. Overall Vision 2010 was deemed a success – with just over 9m visitors in 2010 achieved (more than double that of 2001) tourism receipts increasing from 51m MAD to 465m MAD.
Translation - French Le secteur du tourisme est le second plus grand contributeur à l'économie marocaine, une contribution directe au PIB de 8,3% en 2012, selon le conseil mondial du voyage et du tourisme.
En 2001, le Plan de stratégie touristique Azur 2010 a été lancé, en se concentrant sur l’élargissement de la capacité, accaparer des parts de marché, ainsi que le repositionnement et la diversification du produit touristique dans des nouveaux segments, en particulier les plages et marchés de tourisme familiale. Globalement la vision 2010 est jugée réussie- avec un peu plus de 9 millions de visiteurs en 2010 (plus que le double du chiffre enregistré en 2001) les recettes du tourisme passé de 51 millions de dirhams à 465 millions de dirhams.
