IMHO, I do not think they refer to cildren's 'listening skills' instead they might be referring to the understanding capacity of children.

I think "escuchar" here has the sense of "dar oídos, atender a un aviso, consejo o sugerencia": in other words, pay attention to what others say to you, and particularly to their advice, warnings and suggestions. So I think "heed" would fit quite well.
Alternatively, I think you could say "ability to listen to and be guided by others", since "listen to" can similarly have the sense of doing what other people advise:
