In my *humble* opinion, 'local power' does not sound like native English, though I would accept 'local power base' or 'power structure', but standing alone it doesn't really fly for me. Still, my first choice is 'governance' and my second is 'authority'.
Examples w 'governance' (402,000 hits; 518,000 hits for 'strengthening local governance').
(A note about frequency of Google hits: While I realize that these numbers can be deceptive, when you get in the hundreds of thousands, you know you're on safe ground. It's not possible to search for 'local power' because it could be followed by a variety of nouns, like 'base', 'structure', etc.

But I'm not happy with 'local power' unless it's followed by a word like 'base' or 'structure'. See my justification in favor of 'local governance' or 'local authority' below.
Pensei em local administration e local government, e estou mais virado para o segundo.
Apenas fiz uma observação. E mantenho o que disse. "Nomeadamente" da forma que está sendo utilizado e "a diversos níveis" não soam 'naturais' em nosso idioma.

Agora "a nível de" é erro mesmo. O próprio link que você fornece diz calramente se tratar de "um galicismo não recomendável". O correto é "em nível de" ou "ao nível de". O fato de ser usado com frequência não quer dizer que seja aceito na norma culta da língua.
