Unmittelbar der Vertretung unterstellt

This comes in the context of a presentation on control of public procurment in a German federal state. The "Örtliche Kommunalprüfung durch Rechnungsprüfungsämter der Kommunen" is **unmittelbar der Vertretung unterstellt**. The obvious direct translation of "unmittelbar der Vertretung unterstellt" would be "is subordinate to the representation" but I do not like the sound of that at all. What is exactly the "Vertretung" in this case? The Ämter are subordinate to the Rechnungsprüfungsamt? Then why is the "Rechnungprüfungsamt" called "Vertretung"? Help and comments gratefully received as always.

I suspect what they mean is "politische Vertretung", as the source below suggests:

IMO, the German term “politische Vertretung” does not solely refer to an elected body of lawmakers. Also, in the US, all entities involved in running some geographical area, i.e. local governments and assemblies, or often lumped together under the heading “government” in casual references. Still, I’d be happy to go with something less controversial. How about “elected representatives”?
