My question is whether it is a "Tool that maps Rapid Service" or a "Rapid Tool that provides Service Mapping".

Would it change with context or would it remain the same?

@Robert Brown I read it as as mapping tool that provides a rapid service. So the tool is providing a service (mapping) rapidly. Am I wrong?

rapid mapping not rapid service As someone who works with mapping, meaning location/geography, my first assumption is that this term refers to mapping quickly - maybe speed is more important than accuracy. Although if I then think about in grammatical terms it could be ambiguous.

My bad Taña, it doesn't say assessment. Also, the reason I didn't provide almost no context was to see if it was translatable without any to begin with. After that though, I said it was indeed a "mapping tool".

@ José Your last response says very little and in fact confusing, when a yes or no answer is required! Does your text mention "assessment", i.e. as in rapid assessment and service mapping tool? You provided little or no context to begin with!

As a point of method it's a bit pointless to try to "decipher" a label without looking at the content behind the label.

If you rely on the word order you will probably get it right most of the time, but often a title is open to more than one interpretation, so you do need to know more than just the title.

Not directly related, but in the same vein: if you have a book about maths / physics / chemistry with a title "Elements of ..." do not believe too quickly that the book is just about few "elementary information" - more likely than not it would an extremely comprehensive treatise on the subject matter!

Context It is one of a few mapping tools, so it is the former. What I want to know is if there is a rule for reading this type of word combination or it is alwas context-dependent.

Thanks for the basic grammar lesson. So you're saying that there is no such thing as a rapid/fast service. Interesting! How you know all this with no context is astounding!
agree Taña Dalglish : After much ado, more context: "It is required that the IRC’s CRRD Rapid Service Mapping Tool or similar mapping tools be used; IRC I am assuming is "International Rescue Committee", but that is to be confirmed, but yes that is how I read it too.

tool that can be used for rapid "mapping of services"

from what you get when you search for "mapping gender-based violence", that should be the meaning, and it agrees with what you would expect it to be from basic grammar rules.

This "tool" would be some application accessible through the Web that is used to literally "put on a map" locations of services - implied services related to gender-based violence.

New Council of Europe methodology and tools help countries to map support services for victims of violence against women

The Council of Europe has developed a methodology and tools to draw inventories and to chart the various support services available for women who are victims of the diverse forms of violence covered by the Council of Europe Convention on preventing and combating violence against women and domestic violence, known as the Istanbul Convention.

The methodology and tools “Mapping support services for victims of violence against women in line with the Istanbul Convention standards”, developed by Professor Liz Kelly from the London Metropolitan University, take into account in particular the distinction between specialised and general services, the forms of violence and the types of support that should be available. It thus helps countries to collect all pertinent data on support services actually available, whether they are run by central and local public authorities or by non-profit organisations, to identify gaps and improve support services for victims of violence against women and domestic violence. It includes guidelines to use the tools, including definitions of key terms and concepts; a participatory methodology for data-gathering; three data templates addressing specific support sectors and an appendix with relevant articles of the Istanbul Convention.

“This is a great tool, especially for states parties to the Istanbul Convention, as they prepare for GREVIO monitoring. It helps authorities collect data on support services and decide how to improve those services”, says Caterina Bolognese, Head of the Gender Equality Division at the Council of Europe.
