No u cannot translate it as tax collector.
The definition is:
المكوس أو الجمارك أو الضرائب أو العشور التي يأخذها الظلمة، وتُؤخذ بغير وجه حق، وبغير وجه شرعي فكلها بمعنى واحد، وكلها حرام
That is the money taken from people unjustly, no matter how small amount it might be.

yes, you can say "tax collector"...

However, I think it would be best to either italicise the Arabic term and then explain what it means or put parenthesis around the term "tax collector" and then explain its specificity. صاحب المكس literally means a person whose job it is to collect taxes but collects unjust taxes that burden the tax payer - that's why he is condemned (not unlike a Robin Hood scenario). The term "maks" is also a bit of a hot potato nowadays as people interpret it to mean tax evasion!

disagree Ahmed Ali : المكس is not only tax. Also, it is not MAKS it is moks, even if the web site u r quoting says otherwise. Also, tax collector is ambiguous. In Islam there is no such a thing aa tax, religiously speaking.

This is not an answer, it is a comment on all the answerers. Note that مكس is a sort of tax / custom duties taken at entry points. It has nothing to do with being rightfull or taken wrongly. Note the area called El Mex in Alexandria. Note what Amin Sami mentions in his book تقويم النيل covering the reign of Mohamed Ali to Ismail. It was the name given to what we now call ضريبة جمركية

It has nothing to do with the context. However, it is a note regarding the usage of the word through medieaval and modern times
