I feel that zone is best; region and district (both of which can be translated as 'ezor' in some contexts) are too large, and sector (gizra) is too small.

disagree Kapiloff : Of course the asker's context could be different, but the URL I cited is speaking specifically about the prison system. Zone is an area within one prison complex. Machoz - district comprises several prisons. See complete quote at URL that I cited.

מפקד הגוש oversees several prisons located in a geographical area. The wardens of those prisons are subordinate to him.

Regional or district, while not the literal translation of גוש are more readily understood in English.

disagree Eynat : Come on, Joe - stick with one answer. While not advocating literal translations. changing the term to make it 'more readily understood in English' is just as slippery a path. It's simply not a correct translation.
