I believe this translation best expresses the purpose of the document. "Internal notice" does express the meaning of the kanji; however, if a native English speaker were to see that term, he or she probably would not understand its significance.

Therefore, I will use a variation of the terms provided by cinefil. And thanks to Susan and Maynard for providing helpful commmentary.

I let the 通達 part mislead me. The important part are the attachments included with the cover letter (or issued separately).
