A "reference institute" wouldn't really mean anything much to me in English. It seems like it is probably shorthand for something like "well-regarded", "established", "reputable", "renowned" ...

  -> This depends on national standards. It most countries, a "reference"/"benchmark" organisation is usually certified - actually they set certification standards for any "newcomer" that wants to be part of the game.
