I understand all the above except "Hipotecado" in this context. Is it referring to the officer or the unit as being "lent" to work on this case? It is on the same line as Unidade. Or the police car in which he arrived belonging to a different Undidade?

Explanation:
São duas coisas diferentes: uma é a unidade (imobiliária - o que vem depois é código e não precisa ser traduzido). Outra coisa é a questão se o imóvel está hipotecado ou não.
