To ciało doradcze wraz z wielkim mistrzem rządziło Państwem Zakonnym w okresach między kapitułami. Należeli do niej Wielki Marszałek (Królewiec), Wielki Szpitalnik (Elbląg), Wielki Szatny (Dzierzgoń), Wielki Skarbnik (Malbork) i Wielki Komtur (Malbork).
