I'm working on a Palestinian text. I know وقع can mean to fall or to happen, but wasn't sure how to translate it in this context.

I don't think "happen or take place" are wrong, but they omit a significant point; there was a doer who perpetrated it. Therefore, I would use something else to fit the meaning. I would use "was committed or perpetrated against"...
