A principios del siglo XVII Covarrubias recoge la acepción popular 'Ley del encaje' para referirse a «la resolución que un juez toma por lo que a él se le ha encajado en la cabeza, sin tener atención a lo que las leyes disponen». Con el paso del tiempo tal acepción se ha extendido a todo «dictamen o juicio que discrecionalmente forma el juez, sin atender a lo que las leyes disponen»

I'm not sure if this means "based on what he has gotten into his head" or "what was put in his head/mind"? Thanks in advance for any suggestions.

"saw fit" literally meaning "as he deemed appropriate" but in your context can be extended to cover the arbitrary aspect
