English to German Bus/Financial Management Reisekosten

Hallo liebe Kolleginnen und Kollegen,
ich habe eine interne Reisekostenrichtline zum Lektorieren (für die Schweiz).
Mein Problem ist die Unterscheidung zwischen Cost-Conscious Behaviour und Cost Awareness.
Die Übersetzung macht da eine klare Entscheidung und sagt, da ist kein Unterschied, also einfach nur Kostenbewusstsein.
Gibt es eine bessere, differenzierende Lösung dafür?
Beispiel:
Cost-Conscious Behaviour and Cost Awareness
...
All decisions in this respect should be made on the basis of cost-consciousness, cost awareness and common sense, not based on the notion of class and prestige.
...
As a rule, such entertainment should be provided with restraint and cost-consciousness and has to be approved in advance by the Line Manager.
