The standardized structure and approach that WHO has adopted to manage its response to public health events and emergencies, and to ensure that the Organization follows best practice in emergency management. WHO has adapted the Incident Management System to consist of six critical functions: Leadership, Partner Coordination, Information and Planning, Health Operations and Technical Expertise, Operations Support and Logistics, and Finance and Administration.

Ha, ha, the double irony is that I opted out of these questions, and was just browsing through kudoz in general when I saw this one and thought, why not? La OMS usa "incidencias"...

Discussion
CDC translation of IMS as sistema de gestión de incidencias in the context of an EOC [ https://www.cdc.gov/cdctv/spanish/emergencypreparednessandre... ] could well be considered a mistake and an example of the occasional difficulty of translating contex-dependant "incident" -which by the way may point to the relevance of those sometimes taken-for-granted basic translations in specialized glossaries.
And yes, I get the irony of this all...
Incidente, as in incidente internacional (international incident). "Incidencia" would not convey the same meaning here.

I'm sure if you look on the WHO website they have a Spanish glossary, or at least their Spanish pages mention this term, the same way the English ones do.
