You need the definite article at the beginning of this sentence and you can omit it before 100%. I think the preposition should be "from" instead of "with".
I think you may want to use "approach" instead of "methodology".

: IMnsHO, the literal translation is better because it's emphasizing 'this is why we decided on our priorities'.

I prefer not to read more into it than is necessary. Texts on education tend to over-waffle about "why we did this" etc etc", and a lot of the time it just seems like padding and BS.
