I can't seem to make sense of the meaning of 'por lo que' in this sentence - therefore/so that?

Esta autonomía es necesaria tanto en aquellos casos en que las regiones buscan separarse de su actual Estado, como en aquellas que no (las cuales constituyen una mayoría) y en las cuales la demanda es que se reconozca la importancia del nivel intermedio en el desarrollo del proyecto nacional. Este elemento reviste gran relevancia, ya que una de las principales críticas que recibe actualmente el regionalismo (y en general la búsqueda de autonomías territoriales) a nivel mundial es la de promover movimientos separatistas, **por lo que** la apuesta política regionalista encuentra un asiento para posicionarse con mayor fuerza frente a los Estados centrales.

Two good approaches The essential meaning, as I understand it, is 'and consequently' or 'and as a result', which gives the reader a little more cognitive space to digest the whole idea. 'Thereby giving' (and omitting the verb) is clever but a little too dense IMO, given the complexity of the idea being conveyed.

agree Charles Davis : That's how I understand it too: "lo que" refers to the fact that it fosters separatism, not to the criticism. You could probably leave out "thereby" and just put "giving"; the causal relationship would be clear enough.
