My text is really medical, but I believe that this concept is more of a marketing or publishing term and refers to a specific kind of printed matter (but of course I might be wrong).
The phrase "White card concepts" is the headline of a short document containing information to physicians from a pharmaceutical company. On one hand it informs that the company offers a printed "map" of the treatment strategy, meant to facilitate the discussion with the patient. On the other hand it also informs that the company is starting up a network for physicians treating the condition in question.
I can't be more specific regarding the condition, but I absolutely doubt that it would have any significance to this term.
