Agrego, no es lo mismo "pendiente" como sugiere Mercedes que sin movimientos, porque según la definición esta última es sobre la que no se han recibido más comunicaciones en los últimos 12 meses. En cambio, pendiente es cualquier reclamo/reclamación por siniestros aún no pagada o cancelada...

Por precisión en el vocabulario me refiero al uso del equivalente propuesto en cuestión y su pertinencia/corrección en la lengua meta y ciertamente "reclamación sin movimientos" me sigue sonando un tanto extraño. Por lo menos yo no utilizaría "sin movimientos" en una de mis traducciones. El término "non-moving" significa simplemente que la reclamación (por el siniestro) sigue en punto muerto, sin variaciones, lo cual me sugiere términos más acordes como "reclamaciones pendientes" o "estancadas". Otra cosa es que se quiera especificar (y añadir información que no está en el original aunque forme parte del significado del término en inglés "non-moving claims") que se trata de que la reclamación ha permanecido en punto muerto, sin cambios, invariable durante un periodo de 12 meses...

En mi opinión el término pendiente sí es pertinente en este contexto y no veo la relación con "aún no pagado/cancelado". Simplemente, se trata de una reclamación no conclusa, que se ha quedado estancada.
"reclamación sin movimiento" no ofrece ningún resultado en Internet además de resultar una propuesta un tanto extraña en español.
